MSOE’s Parking Garage #FAIL
Milwaukee County and the City of Milwaukee City Plan Commission both unanimously recommended approval of the Milwaukee School of Engineering's parking garage proposal in the Park East. These approvals point out that City of Milwaukee and Milwaukee County politicians are anxious to see new development in the Park East. Unfortunately, as currently conceived this isn't a project worthy of approval.

Making a proposal such as this reminds us that there wasn't a referendum for the Hoan Bridge reconstruction, the I-94 expansion, or the $810 million, not including utilities cost, Marquette Interchange project.

At Thursday’s Public Safety Committee meeting a file will be voted on that would authorize the conversion of Wells St. to two-way operation from 6th St. to Prospect Ave. According to the Journal Sentinel, the Wisconsin Center District Board voted to oppose part of this conversion, in particular from 4th Street to 6th Street, due to “safety” concerns. These concerns miss the big picture and can be handled while bringing the benefits of making Wells St. two-ways in downtown Milwaukee. Well Street’s one-way configuration brings an assortment of issues that negatively impact the neighborhood it passes through. In particular it is common to see cars continuously circling the block, because a parking spot is not easily accessible without circling the neighborhood. Another direct result of Wells St. being a one-way street, with little congestion, and having multiple travel lanes is that people speed excessively. This is an all too frequent occurrence. Additionally, crashes occur when drivers attempt to turn left from the center lane, because the nature of the street doesn’t fit with the location, causing an accident. Finally, it is all to common to see are drivers heading in the wrong direction along Wells St. A two-way street conversion would alleviate these issues while bringing benefits to the city. A benefit is that a two-way conversion will make Wells St. more pedestrian friendly, as no longer will one need to cross a “freeway” to get across the street. It will bring enhanced visibility to retail establishments, drawing in more of the infrequent drivers passing through the neighborhood. Additionally, for automobile drivers it will actually enhance connectivity by reducing the need to loop around to find a parking spot or a missed intersection. Finally, it will reduce traffic speeds along Wells St., improving safety for both the pedestrian and the automobile driver. This change is long overdue and hopefully this is just another step toward a more connected, accessible, and safe built environment in downtown Milwaukee.

The Milwaukee Streetcar is finally poised to move forward. Following last May's approval of a preliminary engineering study by the Milwaukee Connector Study Group, the Milwaukee Streetcar project has progressed to the next step in its development. In late June the Public Works Committee and Steering and Rules Committee will take up the project on subsequent days, followed by the full Milwaukee Common Council in early July.

Water Street. As part of the opening of Gold's Gym, both of the First Wisconsin National Bank buildings will be rebranded as The City Center at 735.

On Friday, Mayor Barrett unveiled three streetcar routes under study to the attendees of UEDA's Community Development Summit. The Mayor walked through the three possible routes and numerous possible future extensions. He broke down how successful systems in cities such as Seattle, Portland, and Tacoma have started with routes similar in length to the proposed for the Milwaukee Streetcar system (2 to 3 miles).

While getting things wrong about the article, such as missing that I would maintain the highway as a spur out of the Marquette Interchange that would land east of the Milwaukee River, he did manage to get one point spot on. "... it reduces the Lake Parkway into a conduit useful only for reaching downtown."

The University of Wisconsin–Milwaukee, Marquette University and Milwaukee School of Engineering announced that the universities are collaborating on seven energy technology research projects. These projects are being conducted as part of the Southeastern Wisconsin Energy Technology Research Center, which ties the universities together with local companies, such as Rockwell Automation and WE Energies, to conduct research in the area of energy technology. The initial projects involves green concepts and advanced technologies such as wind turbines, Li-Ion Batteries, CO2 recycling and sequestration via algae, and nanowire thermoelectric materials.

The debate over the reconstruction of the Hoan Bridge is one that has ignited controversy in Milwaukee for almost a full year now. Southsiders under the direction of Supervisor Patricia Jursik have united around the Save the Hoan Coalition. Meanwhile, Milwaukee Alderman Robert Bauman has presented a differing vision for the future of the Hoan with eight principles that should be followed in any reconstruction effort. There is an awful lot of confusion around the issue, and the manner in which WisDOT has handled it is far from their usual course. This article examines the potential source of the debate, and a potential outcome that is a win-win scenario for both the City of Milwaukee taxbase, and southside and suburban commuters.

Since 2000 Milwaukee has seen a small, but significant increase to 604,477 residents. Yes, a growth rate of just 1.3%, but it is a start.

The Wisconsin state budget is now at a point where it will go to a conference committee after the Senate approved their version of the budget yesterday. The conference committee will reconcile the difference between the Assembly and Senate versions, and send the budget off to Governor Doyle. Doyle will then use his line-item veto power on certain language he doesn't like, and Wisconsin have a budget.

If you haven't had the chance to check out Old World Third Street in Milwaukee's Westown neighborhood in a while, make it a point to do so. The past year has brought a lot of new businesses to the street, including enough new restaurants to feed you for a week. Brick 3 Pizza, Capone's, a greatly expanded Wisconsin Cheese Mart, Notte, Molly Cool's, Bootleggers, Milwaukee Brat House, Suite. All new businesses that opened since the spring of 2008, and all businesses that appear to be thriving.

After a recent weekend trip to take in three Milwaukee Brewers games in St. Louis versus the rival St. Louis Cardinals, I spent a significant time reflecting on the differences (and similarities) between the stadiums each team calls home. Miller Park is located 3.2 miles from Milwaukee City Hall, while Busch Stadium is located 1/5th (0.2) of a mile from the iconic Arch. Miller Park has the roof, Busch Stadium has the view. Busch Stadium has the proposed Ballpark Village, Miller Park has its own sales tax. Miller Park has gameday bus service, Busch Stadium is located on a light rail line. And least important for the sake of this analysis, they each have their namesake beer. With all of that considered, which stadium does more for the city?

Clearly this meeting of the Public Works Committee was not as colorful as recent meetings but there were a couple of items of interest. The first item was a proposed lease agreement between Waters’ New Biotech Company and the Port of Milwaukee. This proposal would be the second large alternative fuel facility in recent years to open at the Port of Milwaukee. Waters’ New Biotech Company intends to develop a facility that will convert wood waste into a solid fuel which will be used as an alternative fuel to coal. This file was approved and will now go before the full Common Council. The second item was the culmination of three years of efforts by Alderman Robert Bauman. In an effort to improve the walkability and vibrancy of East Town, he has been working to convert E. State St. between N. Edison St. and N. Prospect Ave. to two-way traffic. His efforts resulted in the necessary changes to file number 081667 which will provide the funding to reconfigure E. State St., rebuild and repave the street, reconfigure the signals, construct a median at Water St., and potentially add a new signal. This file was approved and will now go before the full Common Council.
