Mixed-Use East Library Proposals Meet the Neighbors

2008 Near North Side Area Plan Online Survey

In January of 2008 the Near North Side Area planning process got underway with a Kick-Off event held at Eaton Corporation. Today the Department of City Development launched an online survey asking residents for their input into the planning process. If you have thoughts on what will further the growth and development of the Near North Side Area, which includes part of the vitally important 30th St. Industrial Corridor as well as parts of the 1st, 6th, 7th, and 15th Aldermanic districts, then you can participate by completing the Near North Side Area Plan Survey.

RTKL to Facilitate 2008 Downtown Planning Process

On Tuesday April 8th the Department of City Development held its first Plan Advisory Group (PAG) meeting for the 2008 Downtown Plan. The PAG will work with the Department of City Development (DCD) and the urban design firm RTKL throughout the planning process. Specifically over the next seven months PAG members who are primarily made up of business owners, residents, and other stakeholders will meet three or four more times to voice their opinions and shape the future of downtown Milwaukee. RTKL is a worldwide planning firm that focuses on creating great vibrant places where people live, work and play. RTKL has an extensive background in urban planning and has been involved in numerous planning projects. Recently they’ve been involved in plans for Mockingbird Station, Dallas Main Street District, and the Oklahoma City Downtown Action Plan all of which attempt to create lively urban environments. Additionally Terry Wendt, of RTKL, has experience on the Power and Light District project where he managed site development. This extensive experience with large urban planning projects gives hope for a successful planning effort here in Milwaukee that may one day lead to Milwaukee’s own version of the Power and Light District.

Public Works Committee Considers Parking Study

Resolution 071600 requested an additional $20,000 to help fund a parking study of downtown. Specifically, the parking study is to be conducted in conjunction with the downtown planning process. Allison Rozek, Senior Planner at the Department of City Development, explained the study would focus on “parking with economic impact” and would help determine the City of Milwaukee‘s role in supplying parking. This resolution was held as committee members indicated the need for a better understand of the resolution’s value and necessity.

Northeast Side Area Plan Update

The updated Northeast Side Area Plan was recently posted to the Department of City Development’s website and the City is inviting the public to review the draft. The plan lays out goals, recommends guidelines, points out catalytic projects, and points to future improvements. Additionally significant public input has been integrated in the plan and will continue through an up coming public hearing. The public hearing for the Northeast Side Area Plan will be held during the May 12th City Plan Commission meeting. City Plan Commission Approves Empowerment Village

One item of note was the request for a changing in zoning from Industrial Heavy and Park to General Planned Development that had been held at the last City Plan Commission meeting. The approval of this resolution would be next step in allowing the Empowerment Village low income housing project to be built on a city owned lot near the Kinnickinnic River. It was held because local environmental groups had planned on utilizing the property for expanded green space and argued that the City of Milwaukee should work with the developer to find another vacant lot. After further review the Department of City Development (DCD) determined this was the best available city lot in that part of the city, that there significant time sensitive need for this type of housing project, and therefore recommended approval. Despite the recommendation Alderman Tony Zielinski continued his opposition to this project saying “the point is there are other options and I hope we don’t act on this”. 2008 Downtown Planning Process Begins

The Department of City Development recently held a Downtown Plan Update Kick-Off event introducing the upcoming planning process that will set the stage for Downtown Milwaukee’s development for the next ten years. As part of the kickoff DCD released the Downtown Plan Update Report which pointed out the successes of the 1999 Downtown Plan such as the revamped Intermodal Station, the removing of the Park East Freeway, the Riverwalk expansion and the Milwaukee Public Market. The report also pointed out ongoing issues that still need to be addressed such as the abundance of surface lots, the lack of affordable rental and condominium units, and the need for further pedestrian improvements. The 1999 Downtown Plan proved how effective this process is in improving the City but the time has come to update it for the next ten years. Continuing on these efforts the City is beginning work on the 2008 Downtown Plan. As part of this planning process the city is conducting an online survey asking residents for their input into the process. Public Works Committee Approves Parking Study

Johnny Vassallo‘s efforts to convert the Posner Building at 152 W. Wisconsin Ave. into a boutique hotel have come to an end. The new plans for the building involve the Milwaukee Hotel Associates LLC purchasing the property from Johnny Vassallo and developing it into a 160 unit Holiday Inn. Resolution 071222 passed by committee will, if adopted by the full council, allow Milwaukee Hotel Associates LLC to lease 50 parking spots in the city garage located at 724 N. 2nd St to support the Holiday Inn. Resolution 070976 passed by committee will, if adopted by the full council, direct the Department of City Development to conduct a parking study in conjunction with the upcoming downtown plan. This resolution impacts development because the perceived lack of parking and the demand by developers for large amounts of “free” parking has often driven TIF requests, such as Manpower’s $25 million garage. What this resolution intends to accomplish will be to have a planned strategic approach to parking integrated into future planning efforts to facilitate future development.

Alderman Michael D’Amato not running for re-election

During his 12 years in office Alderman Michael D’Amato played a large role in encouraging new development in Milwaukee. More recently in his role as Chairman of the Zoning, Neighborhoods & Development Committee he oversaw countless proposals, and more often than not was supportive of development projects. During this past year he struggled with Eastside residents to over approval of New Land Enterprise’s Downer Ave. development and although the project is moving forward, the city is now being sued. And at the same time he pushed policy and the Department of City Development in a failed attempt at obtaining a TIF to help fund RSC & Associates proposed Park East development. Despite what was probably a frustrating year for Alderman Michael D’Amato, the news he won’t be running for re-election comes as a surprise. Without knowing D’Amato’s future plans or his reasons for not running again it, is still safe to say it will be difficult to replace his experience and dedication.

The Green Party’s national convention will be in Milwaukee this week, with voting by delegates to be held on Saturday. The big question: will the outfit endorse Ralph Nader? This vexing question will put Milwaukee, however briefly, once again in the national spotlight. The party has endorsed the formation of several subgroups including the Black Greens, and the Lavender Greens. The first group consists of African-American members of the party, and the second with its Gay, Lesbian, Transgendered and “Intergendered” (a new one for me) members. As of May there were 297,964 registered greens from 22 states, along with an undetermined number from states like Wisconsin where voter registration does not specify political party. Candidates for the party include four for U.S. Senate, 38 for the House of Representativees, one for Governor, one for Lieutenant Governor and 94 for State Legislatures. According to the party, at least 204 Greens hold office in 27 states, including Wisconsin. Nader, who received the party’s nomination in 2000, has 50 delegates thus far, behind David Cobb, with 194 and Peter Camejo with 112. Over 200 delegates support none of the above or are uncommitted. Nader wrote the party in March to say “I am running as an Independent and am not seeking nor accepting the Green Party nomination. If you do not choose a presidential candidate in Milwaukee, I would welcome your endorsement.” You can figure out for yourself whatever that means. Whomever the candidate, the party promises to run television ads in the presidential race, another first. One of the featured speakers at a post-convention rally will be Frank P. Zeidler, a former presidential candidate himself (Socialist Party) and reason enough to attend the event. A Man in a Hurray: Marc “Leadfoot” Marotta Department of Administration head Marc Marotta has a date in the Jefferson County intake court on June 29th at 9 a.m. in conjunction with his citation on May 24th for speeding on the freeway. The 41-year old attorney and former basketball star was busted for exceeding the speed limit by 20 – 24 miles per hour, an offense that carries a $255.40 bond. Officer Michael Meyers of the Jefferson County Sheriff Department collared the Mequon resident after clocking him going 21 miles over the limit. Earlier this year, on February 25th (the day after Attorney General Peg Lautenschlager was busted for drunk driving) Peter Moe of the State Patrol cited Marotta for speeding on the freeway, also in Jefferson County. It was a more easy-going Marotta that time, since he was caught speeding 16 – 19 miles per hour above the speed limit. On April 22nd, that charge was amended to Speeding on Freeway 1 – 10 miles above the limit. Marotta pled no contest to that charge and was fined $181. The vigilant officer Moe also noted that Marotta, a senior government official, had expired plates (PUR108), so we assume it is his personal vehicle in which he was hot-rodding, but that charge was dismissed. Don’t bother calling Kennedy Fine Arts in Northbrook, Illinois. Don’t even try to leave a message, because the voice mailbox is full. Of course, it is easy to see why – James F. Kennedy, the art dealer, has been sitting in the Milwaukee County jail without bail since May 7th, and it looks like he’ll be there at least until a hearing date on May 18th, according to a jail spokesperson. (According to the Wisconsin Circuit Court Access, Kennedy’s offense occurred May 10th.) He is charged with a felony under statute 976.03(13), “extradition – arrest prior to requisition.” Milwaukeeworld.com told you two weeks ago that an individual was trying to peddle fake Picassos in the Milwaukee area. Although Kennedy is held on an unrelated out-of-state warrant, he is the fellow who was trying to pass off the fakes in our community. Apparently police did not have enough evidence to charge him with a crime in the matter – mere possession of fake artwork is not a crime, and there was insufficient evidence he had tried to sell the works, they say – Kennedy’s van was seized along with some 300 works of art that were allegedly fakes. He was arrested on Milwaukee Street, and is from Northbrook, Illinois. It is doubtful that Kennedy was the author of the fakes, and it is likely that he is a player in a much larger art fraud ring. So, just to remind you once again, if you have purchased any “Picasso” drawings in the last couple of weeks, contact a reputable art dealer or law enforcement authorities. Kennedy was born on May 17, 1957, so it looks like he will be spending his birthday in jail. Concordia Gets Bush President George W. Bush visited the Ozaukee County megalopolis of Mequon Thursday to deliver the commencement address at Concordia University at the Lutheran school’s very secure lakeside campus. Milwaukeeworld correspondent Patrick C. Horne, a Mequon resident, was at the intersection of Port Washington Road and Highland Road where Bush supporters and detractors hoped the presidential motorcade would pass. Of course, it didn’t, since the president’s motorcade traveled along Lake Shore Drive, far removed from the supporters, detractors, and reality. “We’ve got protestors on one side and the republicans on the other side,” Horne said via cellular telephone while awaiting the motorcade’s non-arrival. “We’ve got TV people on the other side, we’ve got Secret Service, we’ve got Germantown, Milwaukee, Ozaukee County, all sorts of people, all sorts of squads, all sorts of everything. Now, the mystery is which way he’s going to come in. North Avenue where Wisconsin Citizen Action hosts a “Bash Bush” event at 11:30 a.m. Gary George Law License Suspended If you never got around to hiring Gary George as a lawyer like the Warshafsky Law Firm did, you’re “temporarily” out of luck. The disgraced former state senator’s license was temporarily suspended April 1st by an order of Cornelia G. Clark the Clerk of the Supreme Court of Wisconsin, dated March 8, 2004.. Clark acted on a motion from the Office of Lawyer Regulation “seeking the temporary suspension of the license of Attorney Gary R. George to practice law in Wisconsin. … The basis for this motion is Attorney George’s January 22, 2004 guilty plea in United States District Court, Eastern District of Wisconsin, to one count of conspiracy.” It is not common for lawyers to plead guilty to felony charges – they usually put up a fight, and a law license won’t be of much use where Gary’s going – namely, federal prison. For one thing, the competition would be intense. Paul Henningsen’s already got most of the business locked up by now, one would imagine. Along with George’s demise we lose another annoyance – we shall no longer see or hear Gary George advertisements for the Warshafsky Law Firm. George taped his advertisements in August, 2000, back when the century was new and George’s integrity was unblemished. (We were a simpler people then.) Back then I asked the law firm about the ads. “Are they designed to help George in his reelection campaign?” The Warshafsky spokesperson replied, “It has no connection to the campaign. He just brings us a lot of business.” Election Night Approaches We are down to the final hours in our Mayoral election, with the result said to be a tossup. Much will be dependent on voter turnout, which itself can depend on things like the weather. The primary election had the added allure of a presidential primary to possibly juice the vote. On the other hand, it is possible that the lack of a republican presidential race kept Milwaukee republicans at home in February, and that they will come out to vote Tuesday, if there are enough of them to count.
