Committee moves first pieces of emergency housing initiative forward

A new program aimed at providing emergency housing for families going through crises took a key step forward today when the Zoning, Neighborhoods, and Development Committee recommended selling two city-owned homes to be used by the program. The committee recommended for approval Council file #200600, a resolution approving the sale of two city-owned homes to Community Advocates, Inc. and a city expenditure of $17,724 (in the form of forgivable loans) to be used toward rehab costs so that the homes may be used as emergency housing in the 2nd and 9th Aldermanic Districts (there are other homes that are expected to be sold as part of this project in the coming months). The file is sponsored by Alderwoman Chantia Lewis, and co-sponsored by Alderwoman Milele A. Coggs, Alderman Russell W. Stamper, II and Alderman Cavalier Johnson. Alderwoman Lewis, the author of the legislation, said the homes would be a part of an emergency housing program that was created by a 2020 city budget amendment last November. Alderwoman Lewis was the primary sponsor of the budget amendment, which was co-sponsored by Alderman Stamper and Alderwoman Coggs. “Providing our families with basic needs such as housing should always be a top priority, and that’s especially true when families are facing homelessness because of lead hazards, domestic violence, and other tragic circumstances and crises,” Alderwoman Lewis said. “With winter approaching and in the midst of a pandemic, our housing shortage crisis is serious, and there’s a vast need for more housing support. This first piece is a start, to help give families the dignity they deserve, and I want to thank my colleagues for their support,” she said. File #200600 is expected to go before the full Common Council during its virtual meeting at 9 a.m. on Tuesday, September 22.

We have said all along, since the death in police custody of Derek Williams, that the only way to restore the public’s faith that justice will be done is with complete transparency and a thorough vetting of the facts in full view of the public. Having personally observed several days’ worth of testimony in this weeklong inquest, I can unequivocally say it has been a worthwhile endeavor. The public is much more aware of the series of events that led up to Derek Williams’s death, and they have seen firsthand as the wheels of justice begin to turn. But this specific case is still far from over, and Derek Williams’s death is only one of a number of cases that constitute a broader federal investigation into the Milwaukee Police Department. It bears repeating that the proceedings of the last week are only the first steps in the march toward justice.

She is now seeking nominations for the 2012 6th District Difference Makers Award. Nominees should be residents of the 6th Aldermanic District who have contributed to making their neighborhood a better place. Nomination forms are available online at Alderwoman Coggs’s website (milwaukee.gov/district6 or here: Difference maker nomination form), or by calling the Alderwoman’s office at 286-2994 to receive a hard copy of the form by mail. “The 6th District is composed of some of Milwaukee’s best and most unique neighborhoods,” Alderwoman Coggs said. “It is residents who strengthen the fabric of a neighborhood, and each resident has an opportunity to contribute. But there are those who go above and beyond in their works and deeds to help others and the community in which they live, they are the Difference Makers.” Nominations for the 6th District Difference Maker Award will be accepted from now until January 24th. Alderwoman Coggs will be selecting six honorees, the names of which will be announced at the January 2013 6th District Town Hall meeting on Wednesday, January 30 at 5:30 p.m. in the Martin Luther King Library, 310 W. I would like to take a minute to applaud the Wisconsin Supreme Court’s decision, yet again, not to take up Attorney General J.B. Van Hollen’s appeal of court orders that block the state’s unconstitutional Voter ID law from taking effect. I have argued repeatedly that Voter ID is a solution in search of a problem, would place an unreasonable burden on our constitutionally-guaranteed right to vote, and would disproportionately prevent minorities and low-income people from voting. The fight over Voter ID is far from over. But with this big win for the people, it is almost a certainty that Voter ID will not be in effect for the Nov. 6 presidential election.

Wednesday night, Alderman Nik Kovac held a public meeting to allow feedback to be voiced regarding the three proposed alternatives for the redevelopment of the one-story East Library into a mixed-use facility. The meeting was a follow-up to a meeting last November discussing the potential of issuing a request-for-proposal (RFP) for the redevelopment of the East Library site. Attendees at the meeting were provided with an update on the process and allowed to ask questions about the process and proposals. North Avenue, held a public meeting on November 11th to solicit feedback on the proposal of converting the one-story, single-use library into a mixed-use building.The meeting, which was held at the East Library meeting room, attracted a standing-room only crowd, and included representatives from the Library Board (of which Kovac is a member), the Department of City Development, and the Mayor's office

Contentious M.O.R.E Debate Continues

The controversial M.O.R.E ordinance was the primary item of discussion at this meeting of the Common Council.  This ordinance proposed new requirements related to hiring City of Milwaukee residents, the utilization of emerging small businesses, and the paying of prevailing wages for all City of Milwaukee projects and private developments that receive $1 million or more in TIF funding.  It was widely believed that this ordinance was going to be put to a vote of the full Common Council today, which made Alderman Michael Murphy‘s motion to send this file to the Finance & Personnel Committee all that more contentious.  Through the discussion it became evident that this file had originally been scheduled to appear the Finance & Personnel Committee but was removed at the last minute because of a legal technicality.  Immediately prior to the Common Council meeting a fiscal note that indicated the ordinance would require a number of full-time employees to manage the new programs arrived which made the motion to send it back to committee both legal and appropriate.  Although he indicated he would likely support the ordinance Alderman Murhpy argued that “basic issues, and basic questions are just not being addressed” and that “one needs to take the time to do it right.” At first the sponsors of the legislation were surprised and took the motion as a delaying tactic.  They argued that the process had been fully transparent and didn’t require any further delay.  Alderman Ashanti Hamilton stated that “I think the public has been engaged and involved in the creation of this ordinance.”  During the discussion Alderman Nik Kovac piped in saying “I believe in process, I campaigned on process”, but he then indicated he didn’t believe sending it back to committee would change anything.  In fact he said “the controversy today will be the same in 21 days.”  Alderman Joe Davis fired away at the implication that not enough questions had been asked or that there wasn’t enough transparency to the process contending that “I made a point to schedule a special meeting to achieve transparency.” Initial supporters of the motion argued more questions needed to be asked and that it would be appropriate to send it back to the Finance & Personnel Committee.  Specifically, Alderman Terry Witkowski supported the motion in an attempt to gather more information saying “I do support sending this back to committee, this was a constantly evolving piece of legislation.”  In an attempt to bring a bit of levity to the debate Alderman Jim Bohl joked “I’m feeling a Rodney King moment, why can’t we just all get along here?” Then he defended Alderman Murphy’s motives and attempted to call the question.  Oddly on this specific motion the ability to call the question isn’t an allowed so the debate continued.  Alderman Murphy responded to the criticisms by stating “I do feel I was attacked unfairly” and he again attempted to clarify his position stating that “the fact is somebody, literally two minutes before the meeting handing you […]

Common Council Votes Away Its Dark Shadow?

As few resolutions were returned to committee and only minimal discussions occurred on any individual resolution the highlight of this fairly mundane Common Council meeting was the passing of resolution 080042. This resolution brought forward by Alderman Terry Witkowski will cut off funding of an Alderperson’s transportation allowance if they have a month’s worth of unexcused absences at committee meetings. Alderman Witkowski pointed out that “recent events have cast a dark shadow on the council”, referring to former Alderman Michael McGee‘s legal issues, and clearly the intent of this bill was to rid the Common Council of this “dark shadow”. Unfortunately as Alderwoman Milele Coggs and other member’s attempted to point out this resolution will be more symbolic than effective as former Alderman McGee had been excused properly during his absence. This resolution passed the full Common Council on a narrow vote of 9 to 6.
