Wisconsin NRB Meeting Sept. 26-27

MADISON, Wis. – The Wisconsin Natural Resources Board will meet in-person for the September board meeting to consider several proposed rulemaking documents, a proposed land sale and donations.

The meeting will begin at 8:30 a.m. on Wednesday, Sept. 27, 2023, originating from the Manitowish Waters Community Center & Town Hall, 5733 Hwy 51, Manitowish Waters. The Board will act on items 1-4 and 7 as listed on the agenda.

The public is encouraged to watch the September board meeting on the DNR’s YouTube channel.

On Tuesday, Sept. 26, 2023, the Wisconsin Natural Resources Board will meet at Little Bohemia Lodge in Manitowish Waters for a social hour and dinner. No action will be taken.

The deadline to register for public appearance requests and to submit written comments is 11 a.m. on Wednesday, Sept. 20, 2023. Remote testimony from the public via Zoom may be accepted. In-person public appearances are also welcome.

During the September meeting, several items the Board will be considering include:

  • Request adoption of Board Order AM-05-21, proposed rules affecting chapter NR 428 related to revisions to nitrogen compound emissions regulations
  • Request adoption of Board Order WY-13-20, proposed rules affecting chapters NR 102, 103, 106, 207, 212 and 216 related to updating Wisconsin’s water quality antidegradation policy and procedures
  • Request adoption of Emergency Board Order FH-09-22 (E), proposed rules affecting chapter NR 26 related to fish refuge establishment
  • Request that the Board approve the Statement of Scope for Board Order AM-10-23 and conditionally approve the public hearing notice and notice of submittal of proposed rules to the Legislative Council Rules Clearinghouse, for proposed rules affecting chapter NR 410 related to revising fees for reviewing air pollution control construction permit applications and exemption determination requests
  • Request that the Board approve the Statement of Scope for Board Order DG-03-23 and conditionally approve the public hearing notice and notice of submittal of proposed rules to the Legislative Council Rules Clearinghouse, for proposed rules affecting Subchapter III of Chapter NR 812, to update, correct and clarify existing code requirements and add requirements for new pump installations and water treatment and other specified code requirements within chapter NR 812
  • Request that the Board approve the statement of scope for Board Order DG-04-23, and conditionally approve the public hearing notice and notice of submittal of proposed rules to the Legislative Council Rules Clearinghouse for proposed rules affecting chapter NR 146 related to water well driller, heat exchange driller, and pump installer licensing and registration, and drilling rig operator registration
  • Request that the Board approve the Statement of Scope for Emergency Board Order FR-06-23 (E) for proposed rules affecting chapter NR 47 related to federal funding for the Urban and Community Forestry Grant Program
  • Request approval to acquire 27.71 acres of land for the Chiwaukee Prairie-Carol Beach Natural Area (CPCBNA) in Kenosha County from the City of Kenosha Water Utility for $280,000. The subject property is part of the Kenosha Dunes and has approximately 873 feet of shoreline on Lake Michigan. The location of the subject property plays a critical role in a shoreline restoration project which will stabilize and protect the environmentally sensitive dunes, making the acquisition of the subject parcel key for this stabilization work
  • Request approval of department recommendations for the Lake Michigan and Green Bay total allowable commercial harvest and whitefish commercial harvest quotas
