Wisconsin NRB Meeting Sept. 24

MADISON, Wis. – The Wisconsin Natural Resources Board (NRB) will meet in-person for the September meeting to consider proposed rulemaking documents and other matters.

The meeting will begin at 8:30 a.m. on Wednesday, Sept. 24 in public meeting room G09, State Natural Resources Building (GEF 2), 101 South Webster Street, Madison, Wisconsin. The Board will act on items 1-4 and 7 as listed on the agenda.

The public is encouraged to watch the September meeting on the DNR’s YouTube channel.

The deadline to register for public appearance requests and to submit written comments is 11 a.m. on Sep. 17, 2025. Remote testimony from the public via Zoom may be accepted. In-person public appearances are also welcome.

During the September meeting, the Board will be considering:

  • Request that the Board authorize a preliminary public hearing and comment period for the Statement of Scope for Board Order NH-08-25, for proposed rules affecting chapters NR 40, related to invasive species.
  • Request that the Board authorize a preliminary public hearing and comment period for the Statement of Scope for Board Order NH-04-25, for proposed rules affecting chapters NR 12, 16, 19, 21, 22, 27, 40 and 45 related to amphibian and reptile regulations.
  • Request that the Board authorize a preliminary public hearing and comment period for the Statement of Scope for Board Order FH-10-25 for proposed rules affecting chs. NR 20, 21, 22, and 23 related to interpretation of possession limits between the boundary waters between Wisconsin and neighboring states and the inland and outlying waters.
  • Request that the Board adopt Board Order WM-17-24, proposed rules affecting chapter NR 10 related to the 2025 Wildlife Management Spring Hearing Rule.
  • Request that the Board adopt Board Order DG-03-23, proposed rules affecting Subchapter III of ch. NR 812, to update, correct and clarify existing code requirements and add requirements for new pump installations and water treatment and other specified code requirements.
  • Request that the Board adopt DG-04-23, proposed rules affecting ch. NR 146 related to water well driller, heat exchange driller, and pump installer licensing and registration, and drilling rig operator registration.
  • Request that the Board approve the Statement of Scope for Board Order FWP-22-24 and conditionally approve the public hearing notice and notice of submittal of proposed rules to the Legislative Council Rules Clearinghouse, for proposed rules affecting chapters NR 1, 5, 10, 11, 17 to 20, 26, 27, 45, and 51 related to minor changes to DNR property management regulations (the 2025 property management housekeeping rule).
  • Request that the Board approve the Statement of Scope for Board Order WA-01-25 and conditionally approve the public hearing notice and notice of submittal of proposed rules to the Legislative Council Rules Clearinghouse, for proposed rules affecting chs. NR 660 to 679, pertaining to hazardous waste recordkeeping and reporting requirements, Canadian import-export operation codes, and standards for spent refrigerants being recycled for reuse.

The Board will also receive an update on inter-agency outreach and education efforts related to the topic of potential lead in venison, the results of the Fish and Wildlife account audit, and an update on 2025 PFAS-based fish and wildlife advisories.
