Milwaukee Police Officer Charged with Misconduct for Misuse of Flock Technology

ILWAUKEE, WI— In December 2025, the Milwaukee Police Department (MPD) became aware of a significant allegation of improper use of its Flock technology by one of our members, Police Officer Josue Ayala. Chief Jeffrey Norman immediately directed the MPD Internal Affairs Division (IAD) to initiate a criminal investigation into the misconduct and place Officer Ayala on full suspension pending the outcome of said internal investigation. The subsequent investigation substantiated the claims, and the case was referred to the Milwaukee County District Attorney’s Office. On February 24, 2026, the Milwaukee County District Attorney’s Office criminally charged P.O. Ayala with one count of Attempted Misconduct in Public Office (Act Excess of Lawful Authority). If convicted, he may face up to 9 months in prison and fined up to $10,000. Officer Ayala remains on full suspension pending his tentative resignation agreement with the Milwaukee County District Attorney’s Office.

“I am extremely disappointed to learn about the incident and expect all members, sworn and civilian, to demonstrate the highest ethical standards in the performance of their duties. If a member violates the code of conduct, they will be held accountable,” said Chief Jeffrey Norman. “I want to remind the public that everyone is afforded the right of due process under the law, and as such, are innocent until proven guilty.” Upon learning of these allegations, Chief Jeffrey Norman immediately directed MPD to create additional auditing mechanisms. These were swiftly implemented within the department.
