Congresswoman Gwen Moore Opposes Big Bonanza Bill for Billionaires, Devastating Cuts to Health Care and Nutritional Assistance

As the Ways and Means Committee marked up the big bonanza bill for billionaires, Congresswoman Moore released the following statement:

“When historians. researchers, and scientists study this country’s fray and fall this day, May 13, 2025 and the markups of the Energy and Commerce, the Agriculture Committee, and the prestigious Ways and Means Committee will be Exhibit A of the breach of the social contract, the E Pluribus Unum envisioned by our Founders as we dismantle health care benefits for at least 14 million people, destroy the health care infrastructure of hospitals, nursing homes, home care and community health centers and undermine the affordable care act and Medicare, take food from the mouths of babies and older adults, interrupt breakthrough medical research, retreat from saving our planet from climate change and add $5 trillion to our debt all to provide to the very wealthy.

As Congresswoman Moore mentioned in mark up, Republicans are poised to cut Americans’ health care and nutritional assistance to pay for tax giveaways to the wealthy. The Congressional Budget Office (CBO) confirmed that Republican proposals to gut Medicaid and the Affordable Care Act (ACA) will lead to at least 13.7 million Americans losing their health care.

“Let’s be very clear: Republicans are relying on ‘savings’ that depend on people forgetting their mail, or to respond to paperwork to verify their eligibility for Medicaid. This is really nefarious and will cause people to lose health care they need.”

Additionally, she highlighted the harm of the Agriculture Committee cutting $300 billion from SNAP. In powerful testimony, she mentioned her own personal struggle with hunger and how cuts to SNAP can leave the best and brightest children who may happen to be poor, deprived of the nutrients it needs. Congresswoman Moore also highlighted the missed opportunities to lift up working families: “With today’s mark up, Republicans once again missed the opportunity to actually lift up everyday Americans and our poorest children.

Republicans failed to make the Child Tax Credit (CTC) fully refundable, which would have ensured that our poorest children were pulled from poverty. As a result, 17 million children will be denied access to this life-changing support. These are the same Republicans who claim to care about ‘life’ but are leaving the poorest children behind with their CTC and cutting the Supplemental Nutrition Assistance Program (SNAP) in the Agriculture Committee.

Republicans failed to improve the Earned Income Tax Credit (EITC), which encourages work and pulls millions out of poverty. Instead, they added burdensome red tape.

Republicans chose to keep their Section 199A as is, a provision my colleagues on the other side of the aisle love to call the ‘small business deduction.’ In actuality, the top one percent received 50 percent of the deduction benefits. My amendment would have actually provided meaningful support to small businesses by restructuring this deduction so that businesses can deduct $25,000 of their qualified business income (QBI). It was rejected by the Republican majority.

Republicans are clearly uninterested in making their ‘big beautiful bill’ actually serve everyday Americans. Instead, they are choosing to take food out of the mouths of our children, take Medicaid away from people who need it, and make life harder for struggling Americans.”
