Wisconsin Leads the Nation in IRA HOMES Rebate Enrollment, With Milwaukee Emerging as a National Hub

Milwaukee, WI — Wisconsin has emerged as the national leader in enrollment for the federal Inflation Reduction Act (IRA) HOMES rebate program, helping residents access substantial funding for home energy upgrades while positioning Milwaukee as a model for the rest of the country.

Through strong local partnerships including Green Homeowners United, Revitalize Milwaukee, and Focus on Energy, the City of Milwaukee has become a national hub for IRA rebate participation. Together, these organizations have helped hundreds of Wisconsin residents take advantage of federal incentives designed to lower energy bills, improve home comfort, and reduce emissions.

Green Homeowners United has played a particularly significant role in the program’s success. In August 2025, the organization received a commendation from Wisconsin Governor Tony Evers for enrolling more households in the IRA HOMES program than any contractor in the nation.

Since launching in 2024, Wisconsin has disbursed more than $7 million in IRA rebates to residents, out of $149 million allocated to the state under the program. The funding supports home efficiency upgrades such as insulation, high-efficiency heat pumps, electrical system improvements, and other energy-saving improvements.

For many households, the rebates have dramatically reduced the cost of these upgrades. Low-income Wisconsin residents may qualify for up to $24,000 in instant federal rebates through the program. In many cases, Green Homeowners United reports that participating households have paid as little as $1 out-of-pocket after rebates are applied.

“This program is transforming access to energy-efficient home upgrades for families across Wisconsin,” said representatives from Green Homeowners United. “By combining federal funding with strong local partnerships, we’re helping residents lower energy bills, improve comfort, and make their homes safer and healthier.”

The enrollment process is designed to be simple and accessible. Residents interested in participating only need a recent electric bill and proof of income eligibility, either last year’s tax return or documentation showing enrollment in a qualifying state income program.

With significant funding still available, program leaders are encouraging eligible Wisconsin residents to apply while resources remain.
