Wisconsin Conservation Voters Releases 2025-26 Legislative Scorecard

MADISON – Wisconsin Conservation Voters released its 2025-26 Conservation Scorecard, tracking how state legislators voted on key environmental, public health, and voting rights bills during the recent legislative session.

The scorecard highlights how fair legislative maps, which increased constituent accountability, has shifted the balance of legislative power. This shift helped secure $732 million for clean water infrastructure and an additional $133 million for PFAS remediation through the passage of AB 130 and AB 131. Backed by the Department of Natural Resources (DNR) and Gov. Tony Evers, the final agreement funded public water systems and private well remediation while keeping the state’s crucial Spills Law intact.

“The new legislative maps forced many lawmakers to answer to their constituents for the first time in years,” said Executive Director Kerry Schumann. “While that accountability led to long overdue investments in drinking water infrastructure, the legislature still fell significantly short on other pressing environmental issues.”

The legislature failed to advance clean energy reforms or pass the Data Center Accountability Act (SB 729) to regulate the high energy and water demands of new tech facilities. Lawmakers adjourned without reauthorizing the Knowles-Nelson Stewardship Program, leaving the state’s primary land conservation program – and a national conservation model – to run out of funding.

The publication includes a Conservation Champions list of 43 representatives who voted in alignment with conservation priorities 100 percent of the time. This year, the number of legislators earning more than 90 percent on our Conservation Scorecard was the highest ever recorded. In total, the list includes 59 elected officials who prioritized a clean environment, healthy communities, and a thriving democracy.

The scorecard also includes its popular honor and dishonor rolls, highlighting lawmakers who went above and beyond for conservation and those who actively obstructed environmental protections.

On the honor roll, Reps. Jill Billings and Jeff Mursau advanced critical clean water bills, while Sen. Jodi Habush-Sinykin and Rep. Angela Stroud championed utility accountability with the Data Center Accountability Act. The dishonor roll calls out Speaker Robin Vos for backing 12 anti-conservation policies and favoring corporate polluters, alongside Sen. Howard Marklein and Rep. Travis Tranel for attacking clean energy.
