USDA Rural Development invests $40 million towards new water utility system in Campbell, Wisconsin
STEVENS POINT, Wis., Jan. 5, 2026 – U.S. Department of Agriculture (USDA) Rural Development (RD) Wisconsin State Director Andrew C. Iverson today announced that USDA RD is investing nearly $40 million to help the Town of Campbell install a new water utility system. The investment includes a $30,835,000 loan and a $8,540,000 grant through the USDA RD Water and Waste Disposal Loan and Grant Program.
The new water utility system will consist of:
- Two municipal water supply wells
- A well house/treatment facility
- A pump house
- An elevated water storage tank
- Approximately 123,000 lineal feet of distribution system piping
The USDA RD Water and Waste Disposal Loan and Grant Program helps rural communities extend and improve water and waste treatment facilities that serve local households and businesses.
Funds may be used to finance the acquisition, construction or improvement of:
- Drinking water sourcing, treatment, storage and distribution
- Sewer collection, transmission, treatment and disposal
- Solid waste collection, disposal and closure
- Storm water collection, transmission and disposal
The program assists qualified applicants who are not otherwise able to obtain commercial credit on reasonable terms. Eligible applicants include:
- Most state and local government entities
- Private nonprofits
- Federally recognized Tribes
