Representative Shelia Stubbs Celebrates the Passage of Gail’s Law

MADISON, WI – Today, the Wisconsin State Assembly voted unanimously to pass Assembly Bill 263/Senate Bill 264—relating to: coverage of breast cancer screenings by the Medical Assistance program and health insurance policies and plans, or Gail’s Law. Representative Shelia Stubbs (D-Madison) released the following statement:

“Today, the Wisconsin State Assembly voted to pass Gail’s Law, which would ensure insurance coverage for necessary breast cancer screenings for women across Wisconsin.

My heart and prayers remain with the family of Gail Zeamer, who was a fierce advocate for the Wisconsin Breast Density Notification Act and who sadly passed away in 2024. Her legacy will live on through the passage of this critical bill, which guarantees that no woman will live with undetected breast cancer because she cannot afford screening.

For women with dense breast tissue, standard mammograms may not be enough to sufficiently detect breast cancer. The passage of Gail’s Law will ensure that women with dense breast tissue are able to get insurance coverage for advanced screenings that can lead to earlier detection and save their lives.

As a member of the Assembly Committee on Health, Aging and Long Term Care, I had the privilege of hearing countless constituents testify in committee in support of this long-overdue legislation, which will save the lives of our mothers, daughters, sisters, neighbors, and friends.

The overwhelming bipartisan support for this legislation proves that cancer is not a Democratic or a Republican issue. It is not an urban or a rural issue.

Breast cancer is a disease that has touched, and in many cases, completely devastated the lives of thousands upon thousands of Wisconsinites.

It is a Wisconsin issue, and today we voted unanimously to address it with a Wisconsin solution.

For all the women I know who have developed breast cancer, for all my constituents who have developed breast cancer, for the families who have lost loved ones to breast cancer, and for the enduring hope that we will save the lives of countless women across our state, I am proud to support this legislation and eager to watch it be signed into law.”
