Wisconsin NRB Meeting Dec. 10
MADISON, Wis. – The Wisconsin Natural Resources Board (NRB) will meet in-person for the December meeting to consider proposed rulemaking documents and other matters.
The meeting will begin at 8:30 a.m. on Wednesday, Dec. 10 in public meeting room G09, State Natural Resources Building (GEF 2), 101 South Webster Street, Madison, Wisconsin. The Board will act on items 1-4 and 7 as listed on the agenda.
The deadline to register for public appearance requests and to submit written comments is 11 a.m. on Dec. 3, 2025. Remote testimony from the public via Zoom may be accepted. In-person public appearances are also welcome.
During the December meeting, the Board will be considering:
- Request that the Board authorize a preliminary public hearing and comment period for the Statement of Scope for Board Order WM-16-25(E) and WM-17-25, for proposed rules affecting chapters NR 10, related to administering the elk hunting license drawing.
- Request that the Board authorize a preliminary public hearing and comment period for the Statement of Scope for Board Order AM-15-25, for proposed rules affecting chapters NR 419 to 425, related to incorporation of reasonably available control technology requirements for sources of volatile organic compound air emissions.
- Request approval of department recommendations for the prohibition of hunting to protect public safety on land to be purchased with Knowles-Nelson Stewardship grant assistance: city of Hurley, Iron County.
- Request approval of department recommendations for the prohibition of hunting and trapping to protect public safety on land to be purchased with Knowles-Nelson Stewardship grant assistance: village of Fontana-on-Geneva-Lake, Walworth County.
- Request that the Board adopt Board Order DG-04-24, proposed rule affecting chapter NR 809, related to updating lead and copper requirements for public drinking water in order to be consistent with revised federal requirements, and affecting small businesses.
- Request that the Board adopt Board Order WM-03-25, proposed rules affecting chapter NR 10 related to revising sharp-tailed grouse management zones.
- Request that the Board approve the Statement of Scope for Board Order WM-11-25 and conditionally approve the public hearing notice and notice of submittal of proposed rules to the Legislative Council Rules Clearinghouse, for proposed rules affecting chapter NR 10, related to turkey management.
- Request that the Board approve the Statement of Scope for Emergency Board Order WM-13-25(E) and Board Order WM-14-25 and conditionally approve the public hearing notice for WM-14-25 and notice of submittal of proposed rules to the Legislative Council Rules Clearinghouse, for proposed rules affecting chapter NR 10, related to establishing the 2026-2030 migratory bird season framework and regulations.
- Request that the Board approve the Statement of Scope for Board Order NH-08-25 and conditionally approve the public hearing notice and notice of submittal of proposed rules to the Legislative Council Rules Clearinghouse, for proposed rules affecting chapter NR 40 related to invasive species.
- Request that the Board approve the Statement of Scope for Board Order FH-10-25 and conditionally approve the public hearing notice and notice of submittal of proposed rules to the Legislative Council Rules Clearinghouse, for proposed rules affecting chs. NR 20, 21, 22 and 23 related to interpretation of possession limits between the boundary waters between Wisconsin and neighboring states and the inland and outlying waters.
- Request that the Board approve the Statement of Scope for Board Order WA-09-25 and conditionally approve the public hearing notice and notice of submittal of proposed rules to the Legislative Council Rules Clearinghouse, for proposed rules affecting chs. NR 660 to 679, relating to technical corrections, clarifications and minor modifications to hazardous waste regulations, and repeal of superseded NR 187 household hazardous waste grant program regulations.
- Request approval of department recommendations for Lake Michigan and Green Bay Lake Whitefish quotas.
The Board will also receive updates on master planning, an update on the state of chlorides in Wisconsin’s waters, an introduction to Enviro-Nav and a recap of the 2025 nine-day gun deer season.
