Public Comment Period Closes for DATCP Administrative Rules 10 and 12

 

MADISON, Wis. – The public comment period closed on October 15, 2025 on two Wisconsin Department of Agriculture, Trade and Consumer Protection (DATCP) administrative rules. DATCP received hundreds of comments related to ATCP 10 (Animal Disease and Movement) and ATCP 12 (Animal Markets, Dealers and Truckers).

“Thank you to those who provided public comment,” said DATCP Secretary Randy Romanski. “Wisconsin farmers and businesses rely on these animal health programs, and DATCP stands ready to work with industry, partners, and the legislature to identify alternate resources to fully fund them. DATCP will address the concerns shared during the public comment period and will make changes to the proposed rules to ensure these programs can continue to be funded in a way that is sustainable for all involved.”

DATCP is reviewing all comments received. Preliminary review of the comments notes common themes, including the importance of protecting animal health, the need for the industry to not be the only funding source for critical animal health programs, and the need to secure additional revenue sources for programs that benefit the entire state.

ATCP 10 supports the following animal health programs: Certificate of Veterinary Inspection (CVI) Forms, Intermediate Handling Facilities, Disease Certifications (Brucellosis, Tuberculosis, Pseudorabies), Equine Infectious Anemia Retests, Equine Quarantine Stations, Feed Lots, Medical Separation, National Poultry Improvement Plan (NPIP), Farm-Raised Deer, and Fish Farms. ATCP 12 supports Animal Markets, Animal Dealers, and Animal Truckers.

“DATCP appreciates the industry and public input on the proposed administrative rule changes,” added Romanski. “While lengthy, the rules process welcomes public engagement, and the resulting programs will be better because of public input and the changes made based on that feedback.”

DATCP will update these rules to address public input. The modified rules, with changes incorporated, will be presented at a future DATCP Board meeting for consideration.
