U.S. Marshals Arrest Fugitive on Run for 20 Years
On October 23, 2025, United States Marshals Eastern Wisconsin Violent Offender Task Force developed the location of a fugitive we were seeking for 20 years. With the assistance of the United States Marshals Mexico Foreign Field Office / Monterrey Consulate General Office, and local Mexican authorities, fugitive Armando Barragan was located and arrested. Barragan was arrested following a short foot pursuit in the City of Garcia Nuevo Leon, Mexico. He had been on the run since 2005.
On September 27, 2005, Armando Barragan was federally indicted in the Eastern District of Wisconsin, for violations of Title 18, United States Code, Sections 1961(1) and (5) to wit: through the commission of racketeering acts 1 through 60, sections 1962(c). This, a result of a long-term investigation into the Latin King Street Gang led by the Federal Bureau of Investigations- Milwaukee Field Office, which led to the indictment of 49 Latin King gang members. Barragan was a lead defendant in this Federal RICO prosecution, led by the Eastern District of Wisconsin US Attorney’s Office, and has been directly linked to and involved in a murder in the City of Milwaukee. A federal arrest warrant was issued for Barragan and the United States Marshals Service began leading the fugitive investigation in 2005 to locate, arrest and bring him to justice.
