State Assembly Passes Bills to Protect Wisconsin From Foreign Adversaries

MADISON, WI – The Wisconsin State Assembly has passed a package of bills aimed at protecting the state’s land, institutions, and residents from foreign adversaries. The legislation strengthens safeguards against hostile governments and ensures that Wisconsin’s resources and sensitive information remain secure. Representative Piwowarczyk (R-Town of Erin) released the following statement:

Wisconsin should never be for sale to hostile foreign governments. These bills send a clear message that we are serious about protecting our land, data, universities, and citizens from foreign influence and intimidation. These reforms put Wisconsin’s security and sovereignty first.

Summary of the legislation:

  • Assembly Bill 30 – Bars foreign adversaries from acquiring or holding property in Wisconsin, closes loopholes in current land laws, and prevents the use of eminent domain for wind or solar projects.
  • Assembly Bill 662 – Prohibits the state and state agencies from contracting with businesses headquartered in or controlled by foreign adversary nations.
  • Assembly Bill 663 – Restricts University of Wisconsin System institutions from forming academic or research partnerships or accepting grants from foreign adversary nations, with limited exceptions subject to federal risk assessments and Board of Regents oversight.
  • Assembly Bill 672 – Increases penalties for transnational repression committed on behalf of foreign governments or terrorist organizations and creates a new felony for the unauthorized enforcement of foreign laws in Wisconsin.
  • Assembly Bill 673 – Prohibits Wisconsin medical and research facilities from using genetic sequencing technology linked to foreign adversaries and bars storing residents’ genetic data in those countries.
  • Assembly Bill 415 – Strengthens state cybersecurity by restricting the use of software, applications, and generative AI controlled by foreign adversaries, while establishing statewide policies to manage supply chain risks and protect state systems.

This legislative package is part of Wisconsin’s ongoing effort to safeguard its sovereignty, protect critical infrastructure, and defend Wisconsin residents against foreign influence.

Representative Piwowarczyk represents the 98th Assembly District which includes parts of Washington and Waukesha Counties.
