MILWAUKEE, Monday, Nov. 5, 2018 –  The Milwaukee County Office of Corporation Counsel continues its pursuit of excellence, as it proudly announces four new hires and recognition for Corporation Counsel Margaret Daun.

The office has named attorney Anne Berleman Kearney, a renowned Wisconsin litigator, as its new deputy corporation counsel. Kearney has more than 25 years of experience representing municipalities, companies, associations and individuals in complex matters in federal and state courts. Most recently she was the principal of Appellate Consulting Group, which she formed after serving as senior counsel at Foley & Lardner. Kearney previously served as assistant corporation counsel for the City of Chicago and a law clerk to Judge Nicholas Bua of the U.S. District Court for the Northern District of Illinois. Kearney graduated from Harvard Law School after receiving a degree in finance, with highest honors, from the University of Illinois.

In addition, Mary Nell Regan and David Farwell have each been hired as assistant corporation counsel.

Regan brings more than 24 years of experience advising and representing municipalities and individuals in complex litigation, including six years in private practice, 15 years with the Milwaukee City Attorney’s Office and three years as the appointed executive director of Milwaukee’s Fire and Police Commission (FPC). She has focused on civil rights, constitutional, municipal, insurance coverage and employment law. Her practice has spanned federal, state and administrative forums, including several successful arguments in front of the 7th Circuit Court of Appeals in Chicago and Wisconsin’s Appellate Court. At the City, she served as a legal advisor to four fire chiefs, four police chiefs, four school superintendents and three mayors. With roots in Milwaukee, Regan returned from Oregon to Milwaukee for law school at Marquette University in 1991, where she served as associate editor of the Law Review.

Farwell began his legal career as an associate in the Milwaukee office of Foley & Lardner LLP, where he was a member of the real estate practice group, representing numerous clients in all manner of real estate transactions, including acquisitions, dispositions, leasing, project development and tax increment financing transactions. After leaving Foley, Farwell spent nearly eight years as in-house counsel to Milwaukee-based ManpowerGroup Inc., where he negotiated and drafted countless complex commercial sales contracts, including numerous global and North American strategic agreements with Fortune 500 companies. He also served as trusted advisor and liaison for multiple business units and internal functional areas, such as real estate, risk management, sourcing and marketing. Farwell graduated from Marquette Law School magna cum laude after serving as the note and comment editor for the Marquette Law Review. He received his undergraduate degree with honors in history from the University of Wisconsin-Madison.

Now serving as senior office manager for the Office of Corporation Counsel, Jessica Fredrickson is both an attorney and a compliance professional, and she brings a unique combination of creativity and innovation to the legal profession. This includes 12 years of experience in international corporations, including Land’s End and Walmart, working in regulatory compliance, corporate affairs, legal operations and administration. Prior to leaving Milwaukee 10 years ago, she worked at Miller Brewing Company and in Milwaukee’s City Attorney’s Office – Prosecution Division. She graduated from Marquette University Law School, holds a Master’s degree in international development policy from Alliant University, San Diego and London, and has a bachelor’s degree in journalism, also from Marquette.

In addition to these new hires, the Office of Corporation Counsel is proud to announce that Daun has been recognized by the Wisconsin Law Journal and Daily Reporter for her dedication to diversity and inclusion.
