Common Ground Statement on Staffing Changes at HACM
On Fernando Aniban resigning:
The game is up. No more “lack of internal controls” and millions of taxpayer dollars unaccounted for. As Common Ground and HACM residents have said, much of the senior leadership needs to be replaced. Willie Hines and, now, Fernando Aniban leaving are positive steps.
- Aniban has been at HACM for almost 15 years — mostly as CFO, and since May of 2022, Deputy Director.
- As CFO, Aniban was responsible for HACM’s financial management. He was the major, internal check for the agency’s accounting.
- In 2022, 2023, and again 2024, HUD observed that HACM’s bank statements and internal books were millions of dollars apart, and HACM staff couldn’t produce receipts to explain credit card expenses. In October, HUD said HACM couldn’t account for over $2.5 million.
- Aniban has been involved in a multi-level marketing business. His LinkedIn advertises his “freelance” work with Wold Financial Group, a financial services MLM that has been scrutinized by regulators in the United States and Canada.
On Ken Barbeau becoming Interim Director:
We welcome the opportunity to work with Interim Director Barbeau. We hope that he will be collaborative, transparent, and prioritize residents. We are pleased that the new HACM Board has put an interim in place so there is time for a national search to find a highly qualified, caring director.
