Caspian Technologies hinders Social Development Commission’s efforts to reorganize

Vendor has blocked agency’s access to critical information

Milwaukee, WI – The Board of Commissioners of Milwaukee-based Social Development Commission, or SDC, the largest Community Action Program in the state of Wisconsin which temporarily shut down in late April due to financial challenges, is working with the utmost urgency to ensure the agency’s reopening.

The closure, though temporary, was necessary to allow the agency to regroup, restructure and ascertain the resources – both financial and human – needed to continue the important mission and community services in the mental health and wellness, nutrition, financial and career services sectors and more.

“We understand the severe impact this temporary closure has had on the individuals and families who rely on our services,” said SDC Board Chair Barbara Toles. “Our top priority is to resolve these financial issues as swiftly as we can so that we can resume providing the critical support our community needs.”

Complicating the situation, however, is that Caspian Technologies (Caspian), a program data services vendor utilized by SDC to manage program information located in Waukesha, Wisconsin, is currently withholding access by SDC to this vital information. In previous discussions with the SDC Board of Commissioners, Caspian assured SDC access to their program data for up to 90-days, contingent upon Caspian moving up in the order of vendors to receive any outstanding payment(s).

In an apparent violation of its previous commitment to grant SDC access to this crucial program data, Caspian is effectively holding this important information hostage and as of yet has not granted SDC a 90-day access pass to the data.

SDC needs access to the program data to help satisfy queries from various program funders regarding who has been served by the programs, how the program recipients were served and whether additional funds are owed. SDC did pay Caspian Technologies through December 31, 2023, but SDC has not been allowed to access any data that was already paid for through December 31, 2023, or after January 1, 2024.

“We are committed to overcoming this obstacle,” Toles stated. “We are actively seeking an amicable resolution that will allow us to recover our programming data that we own, which is crucial to our efforts to restore our program service provision more efficiently and effectively.”

SDC deeply regrets the inconvenience and uncertainty this temporary closure has caused our clients. The agency asks for continued patience and understanding during this difficult time and will provide further updates on its progress toward reopening.
