Baldwin Successfully Pushes Trump Administration to Transfer Newcap Grants

Secretary of Housing and Urban Development confirms to Baldwin housing support will be unlocked for 134 impacted Wisconsin families

WASHINGTON, D.C. – U.S. Senator Tammy Baldwin (D-WI) announced she successfully pushed President Trump’s Department of Housing and Urban Development (HUD) to approve the transfer of Wisconsin nonprofit, Newcap, grants to other capable and qualified organizations. This month, Baldwin demanded that the Trump administration transfer the funding to ensure that the 134 Wisconsin families Newcap served can continue receiving housing support. Baldwin followed up on her demand with a phone call this morning to HUD Secretary Scott Turner and confirmed that the funding would be transferred.

“134 Wisconsinites should never have had to worry about not having a roof over their head just because the Trump Administration wouldn’t complete some paperwork,” said Senator Baldwin. “We have capable, qualified, and willing organizations that can help ensure these Wisconsinites will not lose their homes, and it is welcome news that the Administration heeded my calls and is putting these families first.”

On March 31, 2026, Newcap—a nonprofit serving 10 Wisconsin counties since 1965—announced it would cease operations, ending its role administering key housing and supportive service grants. As a result, 134 families were at risk of homelessness if HUD did not transfer those grants to other nonprofit agencies. The Wisconsin Balance of State Continuum of Care submitted requests to HUD to transfer the critical housing grants to eligible and qualified nonprofits to ensure continuity of services. Senator Baldwin’s office worked closely with the Wisconsin Balance of State Continuum of Care, local officials, constituents, and HUD to advocate for swift grant transfer approval to keep these families housed.
