100% Clean Energy by 2050: Wisconsin Lawmakers Introduce Landmark Bill

MADISON — Wisconsin State Representative Angelito Tenorio (D-West Allis), joined by 37 fellow legislators, including Representative Tara Johnson and Senator Chris Larson, introduced legislation last week to completely decarbonize Wisconsin’s power sector by 2050. The bill, AB 1203, is the first of its kind for the Wisconsin State Legislature.

Representative Tenorio (D-West Allis) was joined by colleagues, local officials, and environmental advocacy groups today in West Allis to further discuss the legislation. He released the following statement:

“Climate change is the most pressing issue of our time. It is poised to erode the health of our communities, the stability of our economy, and the longevity of our planet.

Clean energy offers a clear path forward. As we have seen in neighboring states, expanding carbon-free generation directly reduces greenhouse gas emissions in the power sector while diversifying the electricity supply and stabilizing long-term energy costs for households and businesses. This means cleaner air, healthier communities, more green union jobs, and lower costs.

We have the tools, the technology, and the workforce to get this done. Now, we just need a legislative body with the foresight to do so.”

Bill co-author Representative Tara Johnson (D-Town of Shelby) released the following statement on her support of 100% Clean Energy by 2050:

“The Driftless Region has a long tradition of environmental stewardship. This bill demonstrates our commitment to that legacy and a Wisconsin that takes the threat of climate change seriously. Renewable energy is the cheapest, cleanest, and most efficient form of energy available. It is past time for Wisconsin to transition to the energy of the future.”

Senator Chris Larson (D-Milwaukee), the bill’s senate lead and long-time champion of environmental advocacy in the Wisconsin State Legislature, released the following statement:

“Fighting climate change was one of the main reasons I ran for State Senate in the first place. As the federal government seems hell-bent on reversing years of progress and making the problem worse, states like Wisconsin must lead the way if we are to avert an irreversible climate catastrophe. This bill helps take our state’s 100% clean energy standard from promise to reality.”

While the first of its kind for Wisconsin, AB 1203 builds off years of work seen in Minnesota, Michigan, and Illinois. All three states have already passed 100% Clean Energy standards, creating thousands of good-paying jobs and positioning themselves as national leaders in clean energy innovation.

Courtney Brady, State Advocacy Director at Evergreen Action, released the following statement:

“A 100 percent clean energy standard is a major step forward for Wisconsin families. Solar and storage are some of the cheapest, fastest ways to add new power and lower utility bills, and this policy ensures Wisconsin won’t fall behind other states. By bringing more low-cost energy onto the grid, it will help keep costs down for households and bolster grid reliability.”

Evergreen Action was a key contributor in the passage of Michigan’s Clean Energy & Jobs Act signed in late 2023. By partnering with them, and other environmental advocacy groups, the bill’s authors fight for a future Wisconsin that sees reduced harmful emissions, greater energy independence, and real savings for families.
