Wisconsin Governor Scott Walker releases statement on the best way to repeal and replace Obamacare:
The best way to repeal and replace Obamacare is to give each state the resources and responsibility for health care. Specifically, provide each state with an adequately funded block grant as well as full responsibility for decisions regarding health care and health insurance coverage. Governors and other state leaders are more effective, more efficient, and more accountable to the public.
Adequately funded block grants to the states should hold Medicaid expansion states harmless while providing some parity to non-expansion states. Giving states full responsibility allows decisions to be make closer to the people so they can accommodate state and regional needs as opposed to a one-size-fits-all mentality from Washington.
The welfare reform law that was signed in 1996 is a model. States were given adequately funded block grants that are still used today and welfare rolls dropped as people transitioned from government dependence to true independence through work.

Will it really happen? I question that, considering all the time that when money is needed,,,the programs for poor, unemployed, etc get cut.

Walker’s plan would only work if each state retains control of insurance sold within that state. But the GOP wants eliminate that state control by allowing insurance to be sold across state lines. (Trump tweeted just yesterday that he wants insurance to be sold across state lines.)
Walker’s plan (giving each state total control) won’t work if insurance companies can skirt those rules by selling from another state.
If insurance can be freely sold across state lines, soon the ONLY insurance available would be that from the state(s) with the weakest insurance laws, just like today’s credit cards which are available only from states with weak regulation (mostly DE and SD).
Instead of some trite, overly simplistic talking points, please Governor, describe what you mean by “adequate” funding, the actual funding mechanism, the formula for these state grants,and if you agree with those that say counties and/or regions should in turn have the flexibity of state block grants to them? Without any basic details from you, your statement is nothing but glib talking points. Make it real if you want a real credibility on the issue.
Right! Give states control over Medicaid money and governors like Walker will cheat the people out of health care and use a chunk of the money to plug his budget holes from giving too many tax breaks to the wealthy and corporations. That’s the only reason he wants the money with “full control.”
Nope, that’s was Obama, he used OUR money to give to people that hate us.
