Vision 2030 Update – 2 Former State Office Buildings, Occupying Block 107, Available for Sale in Madison
Bids for GEF 2 and GEF 3 on Block 107 Due June 5, 2026
Madison, Wis. – Today, DOA Secretary Kathy Blumenfeld announced the sale of General Executive Facilities 2 and 3, located at 101 and 125 South Webster Street, also known as Block 107, as part of the state’s Vision 2030 framework to improving efficiency and delivering savings for Wisconsin’s taxpayers.
“As part of our long-term vision to right-size the state’s real estate portfolio and deliver millions in deferred maintenance savings to taxpayers, we’re excited to offer Block 107 for future redevelopment,” said DOA Secretary Kathy Blumenfeld. “Given the property’s proximity to the Wisconsin State Capitol, University of Wisconsin’s Madison campus, and Lake Monona, we’re excited to see how Block 107 will be re-imagined for the future and invite developers to build what’s possible.”
Vision 2030, the Evers Administration’s framework to lower costs for taxpayers, reduce the Wisconsin State Government’s footprint, and modernize the state workforce, is projected to generate over $7.4 million in occupancy savings and an additional $541 million in deferred maintenance costs. The sale of Block 107, along with the historic State Human Services building located at 1 West Wilson in Madison, is outlined in the state’s Vision 2030 plan to shed underutilized state properties and provide new redevelopment opportunities.
Block 107 is zoned in the Downtown Core district. Previously home to the Wisconsin Department of Natural Resources, Department of Public Instruction, and Office of the Commissioner of Insurance, the Block 107 property spans over 2.5 acres, with 391,000 square feet of existing office space, and includes integrated underground parking.
The scale and location of the property provide a rare opportunity for flexible redevelopment, including housing, hospitality, corporate office space, or institutional occupancy.
