Roys, Subeck announce Abortion Accessibility Act

MADISON – In response to Planned Parenthood’s pause on providing abortion services in Wisconsin, Sen. Kelda Roys and Rep. Lisa Subeck introduced the Abortion Accessibility Act to improve access for patients around the state who will need abortion care during the pause.

The legislation removes onerous bans and restrictions that, when paired with the Big Ugly Bill signed by the Trump regime, effectively impose a backdoor abortion ban. While abortion remains legal in Wisconsin, it is difficult to get care for many Wisconsinites because of politically imposed hurdles on how and when people can make decisions about their own reproductive health care.

Senator Roys released the following statement about the legislation:

“Politicians have implemented medically unnecessary restrictions and bans on how care can be provided — we are aiming to undo that and undo the backdoor ban they have created. Our legislation targets the onerous restrictions on abortion care that have made the Big Ugly Bill signed into law by the Trump regime harmful for healthcare access across the state of Wisconsin.”

This legislation repeals the following restrictions and bans:

o Politically-motivated delay — Patients are required to attend two appointments with the same physician 24 hours apart.

o Telehealth and medication abortion restrictions — Medication abortion cannot be provided unless the physician performs a physical exam and is physically present in the room when the medication is taken. Wisconsin physicians are prohibited from providing abortion medication through telemedicine, making it harder for women in rural and underserved areas to receive care.

o Ultrasound requirement — Patients must receive an ultrasound even when medically unnecessary, adding additional costs and emotional duress.

o Provider ban — Only physicians are allowed to provide abortions, even though Physician Assistants, Nurse Practitioners and APRNs are qualified to provide abortion care and do so safely in many states.
