Milwaukee Police Department Statement Regarding Collins’ Settlement Agreement Third Annual Report
MILWAUKEE, WI – Compliance with the Collins’ settlement agreement is one of the Milwaukee Police Department’s highest priorities. CJI’s Third Annual Report, released today, has assisted the department in highlighting our areas of progress, as well as our shortcomings. Over the last year, we have implemented additional procedures to improve our compliance and remain committed to providing high quality and Constitutional policing.
As highlighted in the report, MPD has created a robust internal auditing system, has improved our collaboration with the Fire & Police Commission and has developed a new project management system. We have also developed and completed a six month in-service training of our sworn members, worked collaboratively with the Collaborative Community Committee (CCC) to develop our Community Oriented Policing Standard Operating Procedure (SOP 003), are actively working with the CCC to create and implement a community policing status report and are in the process of hiring a full-time project manager to oversee the successful completion of the settlement agreement. In addition, we have enhanced our disciplinary process to more rigorously hold our members accountable for failing to comply with the terms of the settlement agreement.MPD understands that we still have work to do. We will continue to improve adherence to our training and policy, will increase timely and quality reviews by our supervision and are laser focused on obtaining full compliance of our agreed upon measures. We welcome the opportunity to work with the plaintiffs and their counsel to successfully complete this settlement agreement.
