MCSO Cites Driver with 6th OWI Citation
The individual, identified as Andrea Lynne Phillips, who indicated that she ran out of gas, also exhibited signs of impairment.
Milwaukee, WI (July 7th, 2019) At approximately 12:30 a.m., MCSO responded to a disabled vehicle at the Zoo Interchange where an individual was observed walking on the freeway Eastbound on I94 west of the 84th St., off ramp.
The individual, identified as Andrea Lynne Phillips, who indicated that she ran out of gas, also exhibited signs of impairment. She was subsequently arrested and taken into custody. Ms. Phillips has 5 previous OWI convictions; this is her 6th OWI. She was also cited for Possession of Cocaine and for Possession of Drug Paraphernalia.
