Jim Sullivan Appointed Racine’s Next City Administrator
RACINE, WI – Jim Sullivan has been appointed to become the next Racine City Administrator, pending approval by the Common Council during its Tuesday, June 4 meeting.
Sullivan brings more than two decades of public service experience as an alderman, state senator, and department director. He was selected after an extensive recruitment and interview process that attracted multiple applicants. His hiring for the position is contingent upon final approval from the Racine Common Council. The appointment is on the June 4 Common Council agenda for consideration.
Current City Administrator Paul Vornholt is retiring. He has served in the position since spring 2021.
“We thank Paul for his dedicated service to the City of Racine, and are excited to welcome Jim,” Racine Mayor Cory Mason said. “He brings extensive experience both as an elected official and government administrator. His skills will help all city departments continue to improve services that make Racine a great place for people to live, businesses to grow, and visitors to experience.”
Sullivan was most recently director of Milwaukee County Child Support Services. Under his management, child support performance metrics improved across the board as the department offered support to entire families and helped lift them out of poverty.
Prior to his work with Milwaukee County, Sullivan was a Wisconsin state senator representing areas of Milwaukee and Waukesha counties. Before that, he was an alderman in the City of Wauwatosa.

As city administrator, Sullivan will coordinate and supervise daily operations of the city. He will be involved in preparing annual budgets and implementing city policies.
