Helmenstine Campaign Spotlights “Green Bay Blueprint” to Improve Property Tax Transparency

Elevating a local model that will improve property tax bill transparency statewide

GREEN BAY, WIS. – Today, Dylan Helmenstine’s campaign announced The Green Bay Blueprint: Improving Property Tax Transparency. This new initiative is designed to support and elevate proven local and grassroots efforts that make property tax bills clearer and more understandable. The Blueprint highlights Green Bay’s transparency reform and commits the State Treasurer’s office to supporting similar local efforts statewide where the state legislature has not acted.

“Wisconsinites deserve clear, accessible information about where their money goes,” said Dylan Helmenstine. “Green Bay built the blueprint for how we can be transparent with taxpayers. People should know how much of our money is going towards public education and how much is going to private vouchers. Organizers and public education leaders, like those at the Wisconsin Public Education Network (WPEN), have seen real success with these efforts, and this transparency is needed statewide.”

In November 2023, the Green Bay Area Public School District Board of Education passed a resolution supporting voucher transparency and clearer disclosure on property tax bills. In April 2025, the Green Bay City Council approved adding this information to the “Note” section of tax bills, which began appearing on December 2025 property tax bills, showing how much of the local school levy supports private school voucher programs. Several other communities have since followed Green Bay’s lead.

The 2026-27 school year will be the first without enrollment caps on voucher enrollment. That means a key control on how much money is pulled away from public schools will be removed.

“We are already in a moment of crisis for school funding. With enrollment caps ending, Wisconsin schools are facing even more pressure,” said Dylan Helmenstine. “When the majority in the state legislature fails to act, statewide offices need to work with our local communities and fill the gap.”

State law already requires property tax bills to itemize levies related to capital and operational referenda. Adding voucher-related levies to the same bill gives taxpayers a more complete picture of education funding and voucher-related costs. The reform does not change how voucher funding is calculated; it improves public understanding and accountability.

As Treasurer, Helmenstine will be committed to working with local leaders and organizers to support these efforts in districts statewide until every tax bill has this basic level of transparency. Government transparency and accountability are a central priority of Helmenstine’s campaign for State Treasurer.

The Wisconsin State Treasurer primary election will take place on August 11, 2026, and the general election is on November 3, 2026.
