MADISON — Gov. Tony Evers today announced that Owen Piotrowski will be appointed to the Milwaukee Circuit Court – Branch 31.

Gov. Evers had previously announced Piotrowski, an assistant district attorney in Milwaukee, would be appointed to Branch 38 of the Milwaukee County Circuit Court due to Judge Jeffrey A. Wagner’s retirement, which is set for mid-March. A copy of the governor’s previous release about Piotrowski’s appointment, including a statement from the governor regarding his appointment, is available here.

Piotrowski has agreed to assume the bench earlier due to the urgent need in Branch 31 to fill a vacancy created by former Judge Hannah Dugan’s recent resignation, which was effective immediately on Sat., Jan. 3, 2026.

Piotrowski’s appointment to begin in Branch 31 earlier will ensure normal court processes may resume sooner and help ensure disruptions during this period will be minimized. Piotrowski’s appointment to Branch 31 will be effective Feb. 1.

The upcoming vacancy in Milwaukee County Circuit Court – Branch 38, which Piotrowski was previously appointed to assume, will be filled by the governor as soon as possible.
