DOA Secretary Blumenfeld Makes Leadership Announcements
New Appointments for Deputy Secretary and Division of Enterprise Operations Administrator
Madison, Wis. – Today, Department of Administration Secretary Kathy Blumenfeld announced the appointment of Anne Hanson as DOA Deputy Secretary effective January 13. Paul Hammer has served as DOA Deputy Administrator since 2023 and is taking a position with the Wisconsin Technical College System.
Blumenfeld also announced the appointment of Richard Rydecki as Division Administrator for the Division of Enterprise Operations (DEO). Rydecki joined DOA in 2022 as Deputy Administrator for DEO, having previously served at the Wisconsin Elections Commission.
“I’m excited to kick off the year by growing our leadership team from within DOA,” said Secretary Kathy Blumenfeld. “I’m also incredibly grateful for the support that Paul Hammer provided during his tenure at DOA, following a storied career in state service spanning four different agencies. We are grateful for all that Paul has done for DOA and the state and wish him continued success at the Wisconsin Technical College System. As we look to the year ahead in continuing to prudently manage state finances, modernize our state workplace and workforce, and support the Governor’s 2025-27 Biennial Budget, I know that Anne and Richard will be trusted partners in building the future for DOA and Wisconsin as a whole.”
