Board Approves $2.5 Million Investment for Affordable Housing Project at Marcia P. Coggs Human Services Center

MILWAUKEE – Today, the Milwaukee County Board of Supervisors unanimously approved a $2.5 million allocation to support the redevelopment of the Marcia P. Coggs Human Services Center (1220 W. Vliet St.) into a vibrant mixed-use development that will provide 65 affordable housing units and commercial space. This project aims to address the city’s critical need for affordable housing while preserving the historic character of the building.

The funding for this project comes from existing resources previously earmarked for the demolition of the Coggs Building and will not impact the county’s tax levy. The Board’s decision ensures that these funds will now be put toward a transformative development that aligns with the county’s long-term goals for sustainable growth and housing equity.

2nd Vice Chair Priscilla E. Coggs-Jones addressed budgetary concerns stating:

“There is no budget shortfall here. This investment is strategic, and by choosing redevelopment over demolition, we are not only preserving an important piece of Milwaukee’s history but also investing in the future of our community. This project will pay dividends for years to come, both financially and environmentally.”

The redevelopment will feature one- and three-bedroom affordable units priced to be accessible for families earning up to 60% of Milwaukee County’s median income. The project also includes a 17,000-square-foot office space for Milwaukee County Behavioral Health Services and a 1,500-square-foot café on the first floor.

The $32 million project has a diverse funding structure that includes low-income housing tax credits, historic tax credits, and permanent debt from the Wisconsin Housing and Economic Development Authority (WHEDA), among others.

The Finance Committee, which reviewed the project on September 12, 2024, voted unanimously (7-0) to support the investment. The committee also heard that the project’s reliance on renewable energy sources would reduce future operational expenses, ensuring that the development aims to both reduce operational costs and support Milwaukee County’s stated environmental goals.
