Governor Walker Appoints District I Court of Appeals Judge

"Judge Dugan is an outstanding judge, and I’m thrilled to appoint him to the District I Court of Appeals."

Madison – Governor Scott Walker appointed Judge Timothy G. Dugan to the District I Court of Appeals today. Judge Dugan fills the vacancy left by Judge Patricia S. Curley, who will retire on December 10, 2016.

“Judge Dugan is an outstanding judge, and I’m thrilled to appoint him to the District I Court of Appeals,” Governor Walker said. “He is an experienced judge who has presided over hundreds of cases in the Milwaukee County Circuit Court. I know he will bring his commitment to justice and the Constitution to the Court of Appeals.”

Judge Dugan brings a wealth of experience to the District I bench. He has served as a Milwaukee County Circuit Court judge since 1992 in both the civil and criminal divisions and was appointed presiding judge of each division. Dugan also oversaw the creation of the domestic violence courts in Milwaukee. Before serving as a circuit court judge, Dugan served in private practice for 16 years with von Briesen & Roper in Milwaukee.

Throughout his legal career, Judge Dugan has also been involved with various legal associations. He served as President of the Milwaukee Trial Judges Association and as the Associate Dean of the Wisconsin Judicial College. Judge Dugan was nominated by President George W. Bush in 2008 to replace the late Judge Randa of the United States District Court for the Eastern District of Wisconsin before Judge Randa’s decision to rescind his resignation.

Judge Richard J. Sankovitz, a Milwaukee County Circuit Court judge, is one of many who holds Judge Dugan in high regard. “[Judge] Dugan stands out from the field because of how hard he works,” said Sankovitz. “He has rolled up his sleeves in the most complex kinds of criminal and civil litigation that confronts the state courts.”

Others impressed by Judge Dugan include Judge Lisa K. Stark, who serves on the Wisconsin District III Court of Appeals. In her letter of recommendation to the Governor, Judge Stark wrote: “His knowledge of the law is second to none…I know Judge Dugan appreciates the importance of following the law, and that he imparts it with fairness and dignity.”

Judge Dugan received his Juris Doctor degree from Marquette University Law School and a Bachelor of Arts degree from Westminster College. He resides in Shorewood with his wife, Susan.
