Downtown Plan Gains Approval at Zoning, Neighborhoods & Development Committee

Department of City Development staff presented the Downtown Plan Update at the September 15th, 2010 Zoning, Neighborhoods & Development Committee meeting.  Similar to the City Plan Commission meeting, staff presented the overall themes and the eight catalytic projects, which are geared towards increasing density and connectivity throughout downtown, whiles creating a sense of place.

Alderman Wade raised a few questions pertinent to the plans catalytic projects.  In particular he asked how the plan would address the lack of a positive downtown gateway experience, and whether or not the city had weighed in on what to do with the O’Donnell Parking Garage.

Responding to Alderman Wade’s questions, Rocky Marcoux, Department of City Development Commissioner, explained that “the city has not weighed in officially” regarding the parking garage, but then spoke at length regarding the lakefront catalytic project saying the area near the garage, specifically the entrance way to the lakefront from the Hoan Bridge, is “a really disjointed presence.” He added that “we should be looking at the potential relocation of the bus terminal,” and emphasized the importance of this project stating that this connection to the lakefront attraction is “the piece that’s missing.”

Alderman Murphy brought up the role of public art and its role in the plan. Greg Patin, City of Milwaukee Planning and Development Manager, responded saying it is an “integral part”, and that “we see that as one of the things we weave together.”

Pat O’Brien, President of the Milwaukee Development Corporation and the President of the M7, praised the city’s work on the plan, but raised some items.  He warned that the plan should focus development on the existing catalytic projects leftover from the previous plan, including the Pabst Brewery and the Park East.  Additionally he asserted that the city should be careful not to destabilize existing downtown projects, and that density is an important goal, but the projects should be prioritized. When asked by Alderman Murphy if his organization expects or want direct subsidies for projects he responded “that would be a good thing.”

The plan was passed unanimously by the committee and will now go before the Common Council.

Milwaukee County: Committee on Economic and Community Development

Matters pertaining to economic development of Milwaukee County, including the best disposition of county properties, are decided by this Committee. It also makes decisions on the Research Park and the Airport Business Park.

Meets at 9:00 A.M. on the 2nd Monday before the County Board Meeting in room 203-R of the Milwaukee County Courthouse.

PARK(ing) Day Comes to Milwaukee

“The mission of PARK(ing) Day is to call attention to the need for more urban open space, to generate critical debate around how public space is created and allocated, and to improve the quality of urban human habitat … at least until the meter runs out!”

PARK(ing) Day takes place on September 17th, 2010 and is quite simply a public space intervention. In over 100 cities on four continents urbanists will be reclaiming public space, parking spots, for public use.  They may setup a park, a public art display, or even a ping pong table, but the goal is to show how we can better utilize our public space to create a higher quality urban environment.

This year we’ll be adding Milwaukee to the list of cities fighting for more creative use of public space this year.  The hope with our spot is to encourage the City of Milwaukee to start looking at parking spaces differently. For example, if a local business wanted to create a parklet by expand their cafe seating into a parking spot, or a cafe wanted to install on-street bike parking to create an amenity for their customers, roadblocks wouldn’t be placed in their way.  In both of these cases a change in how parking spaces are viewed will be required, and the City of Milwaukee will need to find ways to make these installations legal and affordable for business owners.  But it is these small “city comforts” that help make a city unique so it is important for the City of Milwaukee to explore these new options.

City Plan Commission Meeting

The City Plan Commission (CPC) is the City’s official planning body established under State statute and is responsible for master planning activities. The CPC advises the Common Council on a variety of land development issues including zoning map changes, revisions in the zoning ordinance, subdivision approvals, business improvement districts, street and alley vacations, public land disposition and acquisition, new streets and the approval of development plans in certain overlay districts.

City Plan Commission (CPC) meetings are held in the First Floor Boardroom at the Department of City Development, 809 North Broadway, unless otherwise noted.
