WisGOP Files WEC Complaint Over Duplicate Ballots in Green Bay

MADISON, Wis. — The Republican Party of Wisconsin, in conjunction with a qualified elector from Green Bay, filed a complaint with the Wisconsin Elections Commission against City Clerk Celestine Jeffreys.

The complaint alleges that Clerk Jeffreys’ office mailed more than one absentee ballot to the same voter in at least 152 instances for the April 7, 2026 Spring Election. The widespread error impacted multiple wards and was discovered when voters who had already returned their ballots received unsolicited duplicates.

Clerk Jeffreys publicly admitted the mistake in a Fox 11 News report on April 2, blaming a “system glitch.” Despite repeated requests from WisGOP and the Republican Party of Brown County, her office has failed to provide details regarding a plan to track and handle these illegal ballots to ensure no duplicate ballots are counted on Election Day.

“Wisconsin law is clear: one voter, one ballot,” said WisGOP Chairman Brian Schimming. “This reckless failure by the Green Bay Clerk has created serious risks of double voting and fraud. The Elections Commission must immediately investigate and order a concrete plan to secure Tuesday’s election.”

The complaint charges Clerk Jeffreys with violating absentee ballot rules under Wis. Stat. §§ 6.86 and 7.15 by issuing unauthorized duplicate ballots without following the required spoiling and destruction process.

WisGOP is calling on the Commission to:

  • Launch a full investigation into the cause and scope of the illegal ballots.
  • Order the City of Green Bay to immediately detail how it will identify and segregate any duplicate ballots at Central Count.
  • Require corrective action to prevent future violations.
