Wisconsin Department of Revenue Launched Innovation Planning Grant Program

The Wisconsin Department of Revenue (DOR) is pleased to announce the Innovation Planning Grant application period is now open. All Wisconsin municipalities and Federally recognized tribes with a population not exceeding 5,000 may apply for this grant to fund staffing or consultant expenses for planning the transfer of one or more allowable services/duties (sec. 79.038(2), Wis. Stats.).

The Innovation Planning Grant and Innovation Grant programs were both created under 2023 Wisconsin Act 12 and are being administered by DOR. The goal of the programs is to encourage innovative consolidation, requiring the transfer of an allowable service/duty and a cost savings of at least 10%. The planning grant was created to help smaller communities prepare for the Innovation Grant that launches in the summer of 2025.

Planning Grant details

Municipal clerks and tribe representatives, with a population not exceeding 5,000, can apply for the Innovation Planning Grant through February 28, 2025, by filing Form SL-400 within MyDORGov. DOR will begin to review applications and make determinations in January 2025. With $3 million in available funding, each approved application will be awarded up to $100,000 through spring 2025.
