Milwaukee County Launches ‘Back on Track’ to Help Parents Resolve Child Support Issues
The program features a 2-for-1 incentive for arrears owed to the State before 1996
MILWAUKEE—On August 1, 2024, Milwaukee County Department of Health and Human Services (DHHS) Child Support Services (CSS) will launch its “Back on Track Program,” to assist child support payors in resolving outstanding issues and improving their compliance with payment obligations. Back on Track features an incentive of a $2 reduction in state debt for every $1 paid toward child support arrears owed before 1996 to the other parent. Additionally, the program will help people with order modifications, old warrants, assist with an employment search, or help individuals better understand their case. Anyone in Milwaukee County who has child support issues can access the Back on Track Program by calling 414-340-0247.
“At the beginning of this year, Child Support Services integrated with DHHS to align our efforts in supporting children and families in our community,” said Shakita LaGrant-McClain, DHHS Executive Director. “I’m pleased we are finding innovative ways to help parents resolve their child support issues. Together, we will create healthy communities.”
The Child Support Services Back on Track Program offers support in the following ways:
- Evaluating Cases: Identifying financial problems or issues through detailed case evaluations by case managers.
- Educating Payors: Providing information about options related to placement, custody, and debts, including referrals to special sessions at the Milwaukee Justice Center for help with modifications and stipulations.
- Resolving State Debt: Assisting in reducing or eliminating state debt, offering financial incentives where payors receive a $2 reduction in state debt for every $1 paid towards child support or arrears owed to the other parent.
- Clearing Warrants: Collaborating with the courts to withdraw warrants and set-up return court dates.
For post-1996 cases, the ability to reduce debts is limited due to state debt settings. However, for pre-1996 cases, the program can eliminate all child support arrears and interest owed to the state with a payment towards family support. If no support is owed to the family, state arrears and interest will be set to zero.

The goals of the DHHS CSS Back on Track Program are to assist child support payors in resolving outstanding issues and improving their compliance with payment obligations focusing on evaluating cases to identify financial problems or issues; educating payors about options related to placement, custody, and debts; assisting in resolving state debt; assisting individuals in clearing up warrants.
