MADISON – Governor Scott Walker today appointed Attorney Richard Radcliffe to serve as a judge on the Monroe County Circuit Court, replacing retired Judge J. David Rice.

“I am pleased to appoint Richard Radcliffe to the Monroe County Circuit Court,” said Governor Walker.  “Rick is a distinguished attorney who brings valuable civil and business law experience in addition to over 25 years of public sector work in the Tomah City Attorney’s office. His judicial temperament and firm commitment to the rule of law give me great confidence that he will make an excellent judge.”

Richard Radcliffe currently serves as partner at the Tomah-based firm Mubarak, Radcliffe & Berry, S.C., where he has practiced since 1991 in general civil litigation, mediation, arbitration, family law, real estate, business, and probate. Radcliffe has also served as the Tomah City Attorney for many years, and continues to assist the City Attorney’s office with a variety of matters. Prior to his current work, he clerked for U.S. Bankruptcy Court Judge Robert Martin, and in 2004 he was appointed by the Wisconsin Supreme Court to serve on the District 5 Ethics Committee of the Office of Lawyer Regulation, which he chaired for five years.

In addition to his vast legal experience, Radcliffe serves his community as Chairman of the board of Black River Country Bank of Black River Falls, and as a member of the Board of Trustees of Gundersen Lutheran Health System. He is a former member of the board of directors of the Tomah Memorial Hospital Foundation, the Hiawatha Golf Club, and the Tomah Lions Club.

Former Chief of Police for the City of Tomah Wes Revels highly recommends Radcliffe stating, “I’ve seen Attorney Radcliffe demonstrate his ability to communicate calmly and courteously, as well as his willingness to listen to and consider what is said on all sides of a debatable proposition. Attorney Radcliffe has the proper judicial temperament, patience, open-mindedness, tact, firmness, understanding, compassion, and common sense needed to represent the citizens of Monroe County.”

Fellow Partner Robert J. Mubarak also wrote in support of Radcliffe, stating, “Rick has my highest recommendation for the appointment for the Branch III vacancy. Experience, intellect, integrity and compassion are all qualities he possesses that will make him an outstanding jurist.”

Mark P. Erickson of Northwestern Mutual praised Radcliffe stating, “It is my belief that the appointment of Richard A. Radcliffe will be in the absolute best interests of the citizens of Monroe County, both now and for many years to come.”

Radcliffe is a graduate of the University of Wisconsin School of Law. He currently resides in Monroe County with his family.
