Fitzgerald’s Chinese Espionage Reporting Act Passes Out of Judiciary Committee Markup

WASHINGTON, DC – Today, Congressman Scott Fitzgerald (WI-05) issued the following statement following passage of his bill in a Judiciary Committee Markup—H.R. 5404, the Countering Chinese Espionage Reporting Act.

The purpose of the bill is to bolster the U.S. response to the Chinese Communist Party’s (CCP) economic theft of U.S. intellectual property. The bill directs the Attorney General to prepare an annual report on the Department of Justice activities related to countering Chinese national security threats, including trade secret theft, theft of United States intellectual property and research, and threats from non-traditional collectors, such as researchers in laboratories, at universities, and at defense industrial base facilities.

The bill was passed unanimously under a voice vote in the Judiciary Committee.

“In 2015, the Chinese government announced its Made in China 2025 initiative—a strategic, whole-of-government plan to supplant U.S. technology superiority. This initiative has led to a surge in American IP theft, costing the U.S. economy as much as $600 billion annually,” said Rep. Fitzgerald. “My bill is a critical response to the threat at hand and I was proud to see it unanimously passed out of committee today by my colleagues. We cannot allow China’s pervasive theft of American IP go unchecked.”
