Madison, Wis. – Today, Department of Administration Secretary Kathy Blumenfeld announced the appointment of David Pawlisch as the Division of Energy, Housing, and Community Resources (DEHCR) Administrator, effective February 25, 2024. Pawlisch has been with DOA since 2014, previously serving as the Deputy Administrator and the Director for the Bureau of Community Development. He is stepping into the leadership role following the departure of long-time Division Administrator Sue Brown, who retired in January after 45 years of public service.

“Dave Pawlisch is a proven, knowledgeable leader, and I’m thrilled for him to continue to guide DEHCR, and their critically important work of supporting public infrastructure and facilities, as well as ensuring housing stability and services for some of our most vulnerable residents,” said Secretary Kathy Blumenfeld. “We also remain incredibly grateful to Sue Brown for her decades of committed service and leadership, and wish her a rewarding retirement.”

The DOA Division of Energy, Housing and Community Resources (DEHCR) develops housing policy and offers a broad range of program assistance and funds to address homelessness and support affordable housing, public infrastructure, utility assistance, and economic development opportunities.
