Council approves ordinance requiring equity impact statements
At today’s (Tuesday, July 28) meeting of the Common Council, the Council approved file #190828 – a substitute ordinance relating to the preparation of equity impact statements. The file was introduced by Alderman Khalif J. Rainey and intends to assess the positive and negative impacts of city contracts, grants and Common Council legislation on minority groups. The file is co-sponsored by Alderman Russell W. Stamper II, Alderwoman Milele A. Coggs, Alderwoman Chantia Lewis and Alderwoman Nikiya Dodd.
“The City must continue actively working to make sure our most vulnerable populations are supported because that is what will make Milwaukee a better and stronger community for everyone,” said Alderman Rainey. “This legislation helps create more transparency in the legislative process and supports those who are the most likely to be negatively impacted by different pieces of legislation, contracts and grants the city receives. I want to thank my colleagues for their support of this file.”
The ordinance, which takes effect on September 30, 2020, requires an equity impact statement be produced for every proposed Common Council resolution or ordinance involving; A development agreement; a grant; a city contract a primary purpose of which is direct service delivery to residents; creation of, or change in, a penalty provision in the code. In addition, this ordinance provides that the chair of any standing committee may request an equity impact statement for any resolution or ordinance assigned to the committee. Certain exceptions are allowed.
