Committee passes motion relating to protective services vacancies

Would require MPD to explore possibility of filling openings by non-sworn employees

At today’s meeting of the Steering and Rules Committee, the committee recommended approval of file #200719 – Motion amending the Common Council’s Procedure and Rules relating to the scheduling of certain requests to fill vacancies in the protective services. The file is sponsored by Alderwoman Milele A. Coggs and co-sponsored by Alderwoman JoCasta Zamarripa, Alderman Nik Kovac, Alderman Ashanti Hamilton, Alderman Michael J. Murphy, Alderman Khalif J. Rainey, Alderman José G. Pérez, and Alderman Cavalier Johnson.

Currently, the Finance and Personnel Committee reviews and approves all requests to fill vacancies in the Milwaukee Police Department. This motion requires that, before a request to fill a vacancy in a sworn position in the Milwaukee Police Department is scheduled, the department must first review the position in consultation with the Board of Fire and Police Commissioners to determine whether the position could be filled by a non-sworn employee. A report documenting this review and its conclusions must be submitted to the Common Council file prior to the vacancy being scheduled. This motion does not apply to requests to fill vacancies in the positions of captain, detective, lieutenant, police officer, or sergeant.

“As we continue to grapple with budget restrictions, and examine ways in which we can enact meaningful police reform, this procedural change allows Council members to have more information while also enhancing transparency with the public when vacancies arise within the police department,” said Alderwoman Coggs.

The file will go before the full Common Council for approval at its next regularly scheduled meeting on Tuesday, October 13th.
