Rep. Ryan Clancy Leads Wisconsin State Legislators’ Call to Remove President Trump from Office

Lawmakers Join Nationwide Demand for Constitutional Action from Cabinet and Congress, Citing Trump’s War Crimes and Threats of Genocide Against Iran

Madison, WI – Today, Rep. Ryan Clancy (D-Milwaukee) led Wisconsin legislators as part of a nationwide state legislator call for immediate constitutional action to remove President Donald Trump from the Presidency. 218 state legislators from 27 states made the demand in response to Trump’s ongoing, unprovoked war on Iran, his repeated targeting of civilian infrastructure including schools, hospitals, and bridges, and his now public threat to commit genocide against the people of Iran.

The statement outlined two primary demands: that members of the Presidential Cabinet and Vice President JD Vance invoke the 25th Amendment to remove President Trump from office, and that Congress assert its constitutional authority and enforce its war powers under Article I, Section 8.

The legislators’ statement specifically highlighted recent public remarks by President Trump that threaten large-scale destruction of civilian infrastructure in Iran, which would clearly constitute war crimes under international law. When asked directly whether the conflict with Iran was winding down or escalating, the President recently responded, “I can’t tell you. I don’t know.”

The state legislators argued that in combination, these new threats and Trump’s inability to define the basic scope and goals of the combined U.S./Israeli attacks on Iran demonstrate he is unfit to continue as President.

The statement outlined a series of specific concerns, including:

  • Military operations conducted without congressional authorization in Iran and Venezuela;
  • Repeated, alleged violations of First, Fourth, Fifth, and Eighth Amendment protections;
  • Due process concerns related to detention practices and the treatment of individuals in federal custody;
  • Executive actions exceeding constitutional authority, including funding decisions and the weaponization of federal agencies; and
  • Actions and statements undermining electoral integrity, voting rights, and the constitutional prohibition on a third presidential term.

Signatories further emphasized that under the U.S. Constitution, only Congress holds the authority to declare war — and that sustained military engagement without such authorization represents a serious legal and constitutional breach. The state legislators concluded that immediate action is necessary to address what they describe as an ongoing constitutional crisis, and called on both the Cabinet and Congress to fulfill their sworn duties to uphold the U.S. Constitution.

State legislators signed on from a total of 27 states, including: Wisconsin, Michigan, Colorado, Rhode Island, California, Connecticut, Florida, Georgia, Hawaii, Illinois, Iowa, Maine, Maryland, Minnesota, Montana, North Carolina, North Dakota, New Hampshire, New Jersey, New Mexico, Nevada, Ohio, Oregon, Vermont, Utah, and Pennsylvania.

Rep. Ryan Clancy (D-19) released the following statement:

“President Trump and Israeli President Benjamin Netanyahu’s violent, unprovoked attack on Iran began with a war crime: the bombing of a primary school and the murder of hundreds of Iranian children. It has since escalated into a clear attempt to immiserate the Iranian people and destroy their civilian infrastructure, including bridges, synagogues, mosques, and hospitals. Neither man is fit to lead, and both must be removed from power as quickly as possible for any hope of lasting peace.

President Trump now openly calls for the United States to carry out murder and war crimes against civilians in Iran. On Easter Sunday, he promised to bomb civilian targets, and again this very morning he called for a “whole civilization” to die, the literal definition of genocide. Coupled with directing federal agents to violate constitutional protections, extrajudicially executing people in the Caribbean, and weaponizing federal funding and agencies against his perceived political enemies, it is clear that Trump is unfit to carry out his duties and that the Vice President and Cabinet must immediately invoke Section 4 of the U.S. Constitution’s 25th Amendment to remove him from office and protect innocent people at home and abroad.

With Congressional Republican leadership keeping their heads in the sand and their members away from D.C., I am obligated to speak up on behalf of the people in Wisconsin, as hundreds of other legislators now do in their states. Together in one voice, as leaders and as a nation, we demand an end to this madness through the immediate removal of President Donald Trump from office.”
