WEC Approves Madison’s Order Modification

MADISON — The Wisconsin Elections Commission voted unanimously (6-0) on Monday to modify a recent order directing the City of Madison to print poll books closer to Election Day. It comes after the City of Madison Clerk’s Office agreed to implement a series of administrative and procedural changes following the WEC’s investigation into nearly 200 uncounted absentee ballots in Madison during the 2024 November General Election.

[inartilead]Today, the Commission approved a request by the City of Madison Clerk Lydia McComas to modify Section 3 of the order, which relates to the timing of printing and preparing poll books.

On November 12, 2025, the Commission received a written request from McComas to allow her office to generate their poll books by the Friday before the election, and to receive the printed poll books by the Sunday before the election.

McComas explained in her request that the modification would allow her office to rely on more up-to-date poll books with additional watermarks for voters who had absentee ballots issued and returned, thereby increasing “the accuracy and integrity of the poll books.”

The original order, approved on August 15, directed the City of Madison “to generate the file to print their poll books no earlier than the Tuesday before each election, and must arrange to receive the printed poll books no later than the Friday before the election.”

The Commission adopted the changes proposed by McComas and has directed staff to issue a modified order to the City of Madison Municipal Clerk.
