Rep. Bowen statement on Corrections budget request for Lincoln Hills and Copper Lake
The Department’s request guarantees Wisconsin will remain out of compliance with the Federal Prison Rape Elimination Act.
Milwaukee – Rep. David Bowen (D-Milwaukee) released the following statement regarding today’s 2017-19 budget request from the Wisconsin Department of Corrections:
“After nearly a year of inaction by Governor Walker and legislative Republicans since reports of abuse and neglect first surfaced, it is disheartening that the administration is still so astonishingly uncommitted to fixing the crisis they have overseen at Lincoln Hills and Copper Lake,” Bowen said.
The Department’s request guarantees Wisconsin will remain out of compliance with the Federal Prison Rape Elimination Act – a standard that would require 58 more employees at the facilities – not the eight that the Department requested. “This short-sighted request does little to fix the systemic problems that Republicans have refused to address,” said Bowen.
“A vast majority of students at Lincoln Hills and Copper Lake come from Milwaukee, over 200 miles away. It continues to be imperative that the administration work with local elected officials and stakeholders to redirect resources to facilities near students’ homes and families, so we can be assured of humane treatment of the young people housed in them. I remain committed to working with elected officials from both parties on fixing the ongoing juvenile corrections crisis that is setting our youth up for failure instead of redemption.”
