GREEN BAY, WI – Tom Tiffany today unveiled his Parents & Teachers Bill of Rights in Green Bay and Franklin. The education proposal focuses on parental rights, classroom safety, teacher authority, school transparency, and student well-being.

“Every child deserves a safe classroom, every teacher deserves the authority to maintain order, and every parent deserves to know what is happening in their child’s school,” said Tiffany.

At Winneconne High School, two families have said that school officials began using different names and pronouns for their children without informing them. According to reporting published in October, the families also raised concerns about school officials continuing those practices against their wishes.

In New Richmond, female students and their parents have raised concerns about a school district policy allowing biological males to use girls’ bathrooms. The U.S. Department of Education also opened a Title IX investigation in March.

Tiffany’s proposal includes three major components:

  • Parents Bill of Rights: Honest A-F school report cards, curriculum access, parental notification and consent requirements, school safety notifications, and twice-yearly academic progress updates.
  • Teachers Bill of Rights: Authority to address violent or disruptive classroom behavior, behavior intervention plans, protections against retaliation, and school district accountability requirements.
  • Common Sense for Kids: Protect girls’ sports and private spaces by prohibiting biological males from participating in girls’ sports or accessing girls’ locker rooms and bathrooms in schools. Prohibit gender transition procedures for minors and taxpayer-funded menstrual products in boys’ bathrooms. David Crowley cosponsored legislation that would have required taxpayers to fund and stock tampons in boys’ public school bathrooms.
