Milwaukee-Based ECE Appoints Two Higher Education Leaders to Its Board of Directors

Global scholar and enrollment management expert bolster ECE governance, student success initiatives

MILWAUKEE (March 10, 2026)Educational Credential Evaluators®, a nonprofit organization that evaluates foreign educational credentials, added two new members to its board of directors for the 2026-2028 term: Dr. Rosalind Latiner Raby and Scott Owczarek.

Both Raby and Owczarek are esteemed leaders in higher education. As a globally respected scholar with decades of experience in community college internationalization, Raby brings unmatched research and policy expertise. Owczarek’s extensive leadership in enrollment management adds an important operational and student-centered perspective to the ECE board.

“We are thrilled to welcome Dr. Raby and Scott to the ECE board,” said ECE president Stacy Riley. “Dr. Raby wears so many hats in comparative higher education. From prolific author and magazine editor to senior lecturer, her background gives us a powerful new lens to organizational growth and member service. Scott’s innate ability to navigate regulatory complexities, combined with his history in cross-functional partnerships and operational innovation, will help ensure ECE remains responsive, forward thinking and mission driven. Together, they bring extraordinary expertise that will strengthen our governance and strategic direction.”

Owczarek, the interim vice provost of enrollment management at the University of Wisconsin-Madison, emphasizes building inclusive, collaborative cultures. He leads a team of over 400 professionals to guide student-centered enrollment strategies.

Raby works in the Educational Leadership and Policy Studies Department at California State University, Northridge, and is the director of California Colleges for International Education, a nonprofit educational consortium. She has studied community college internationalization for more than 40 years, authoring 15 books and holding senior editorial positions with three separate higher education journals.

Raby’s and Owczarek’s terms began Jan. 1. ECE board membership is a voluntary role designed to elevate the organization’s growing charitable and global education initiatives. Board members typically serve three-year terms and may serve up to six consecutive years.

ECE shares its sincere thanks to outgoing board members Kris Olds (board chair), Adria Baker and Kimara Ellefson. Their contributions to strategy, innovation and internationalization have advanced the organization’s vision of a world where achievements are recognized and understood globally.

Founded in 1980, ECE evaluates foreign educational credentials of individuals for the purposes of studying or working in the U.S. and studying in Canada.
