Kim Swissdorf Appointed DFI Division of Banking Administrator

MADISON, Wis. – The Wisconsin Department of Financial Institutions (DFI) Secretary-designee Cheryll Olson-Collins today announced she appointed Kim Swissdorf to lead the DFI’s Division of Banking as the division’s administrator. Swissdorf began her appointment on March 12, 2023.

“Kim is a great addition to the DFI leadership team with her extensive leadership experience in state government and her commitment to serving the people of Wisconsin,” said DFI Secretary-designee Olson-Collins. “Kim is a servant leader who is known for her communication, analytical, legal, and financial skills, and her ability to motivate teams. I’m confident Kim will do a great job leading the agency’s Division of Banking.”

Swissdorf leads a staff of 52 employees in the division and oversees the division’s work of regulating and supervising state-chartered banks, savings institutions, and consumer financial services industries. In addition, the division licenses loan companies, mortgage bankers, mortgage brokers, loan originators, collection agencies, community currency exchanges, sales finance and adjustment service companies, sellers of checks, insurance premium finance companies, payday lenders, and credit services organizations. It also regulates auto dealers’ installment sales contracts. The division investigates applications for expanded banking powers, new financial products, and interstate bank acquisitions and mergers. The division also administers the Wisconsin Consumer Act, which resolves consumer complaints and advises consumers and lenders regarding their rights and responsibilities under consumer law.

Prior to her appointment, Swissdorf held several leadership positions in the areas of budget, finance, law, and program management over her more than 20 years of service to the State of Wisconsin. Most recently, Swissdorf served as both the acting-administrator and deputy administrator for the DFI’s Division of Banking. Prior to joining the DFI, Swissdorf was the budget director at the Wisconsin Department of Children and Families and served as a fiscal analyst at the Wisconsin Legislative Fiscal Bureau. Earlier in her career, Swissdorf was a case law editor at LexisNexis and a trial attorney at the Wisconsin State Public Defender’s Office in La Crosse, Wis.

Swissdorf earned a juris doctor degree from the University of Wisconsin Law School in Madison and a bachelor’s degree from Marquette University in Milwaukee. Swissdorf currently resides with her family in Fall River, Wis.
