HACM Board Should Delay Decision on Outsourcing Section 8 Program
Statement of Common Council President José G. Pérez October 9, 2024
In an extremely alarming development, the Board of the Housing Authority of the City of Milwaukee (HACM) is considering outsourcing its Section 8 Housing program to a private, out-of-state vendor at its meeting later today.
It is well known that the current Board has several vacancies and, crucially, has only one of the two HACM residents required by state statutes. Much has been made of the importance of placing new members on the board yet, despite this, the current leadership seems intent on moving forward. For the record, it was my intention to schedule all four nominees at the September 30, 2024, Steering and Rules Committee meeting, but two of the four were unavailable. Currently, all four are slated to be heard over the next two Steering and Rules Committee meetings. If the Board votes to grant this contract, I will explore all options to undo a decision I believe will have been made by a legally deficient body – a body lacking the two statutorily-required resident members.
Enough is enough.
