Milwaukee-Based ECE Recruits Regulatory Global Affairs Leader Erica Fuller

New hire marks pivotal moment in organizational growth, addresses health care workforce shortages

MILWAUKEE — Oct. 30, 2025Educational Credential Evaluators, Inc. welcomed Erica Fuller to its leadership team this month as the organization’s first director of regulatory and workforce services.

In this role, Fuller will lean on her extensive experience in regulatory compliance, specifically in nursing and allied healthcare, to expand ECE’s visibility with health care organizations. With nursing shortages projected to reach historic levels over the next decade, many of these roles will be filled by graduates coming from abroad. Fuller’s proven track record in diversifying regulatory client relationships helps ECE support that need.

“Erica’s commitment to empowering internationally educated nurses expands our impact in workforce development,” said ECE® President Stacy Riley. “From students seeking further education to individuals pursuing health care employment or help with compliance needs, Erica’s deep expertise directly advances our mission to ensure educational qualifications are recognized across borders.”

Fuller has collaborated with U.S. state boards, universities and government agencies to revise their administrative regulations. She is regularly invited to speak as a subject matter expert on foreign higher education, fraud, and health licensure and immigration.

“ECE has been at the forefront of the educational credentials industry for 45 years,” said Fuller. “As a nonprofit leader, I am thrilled to work with such an effective, cross-functional team and help strengthen the organization’s relationships with regulatory clients.”

The Pennsylvania native previously served as the director of regulatory affairs and global engagement at CGFNS International. She obtained a Master of Science in health care administration at Saint Joseph’s University and her Bachelor of Business Administration from Temple University. She received her Lean Six Sigma Greenbelt Professional certification from Villanova University.
