DNR Seeking Public Comment On Green Tier Application For Inland Packaging

MADISON, Wis. – The Wisconsin Department of Natural Resources (DNR) requests public comments on the two Green Tier applications for Inland Label & Marketing Services, LLC (Inland). The applications cover Inland’s Neenah and La Crosse facilities, respectively. If accepted, the proposal would allow the facilities to join Tier 1 of the Green Tier program.

The DNR’s Green Tier program provides credible recognition to organizations committed to going above and beyond compliance. Tier 1 is designed to encourage, recognize and reward companies that are committed to superior environmental performance. Applicants must have a good environmental record and agree to implement an environmental management system and perform regular audits of the system, which will be used to set goals, assess their progress and identify opportunities for improvement.

Inland offers best-in-class label and packaging solutions specializing in shrink labels and other flexible packaging products. They are focused on reducing their environmental impacts through waste reduction and process efficiency improvements across all departments.

In 2024, they implemented a formal Environmental and Sustainability program where they track and monitor their impacts across three key pillars: sustainable product offerings, environmental compliance and community involvement. Past improvements include reducing volatile organic compounds, waste to landfill and energy use.

“Sustainability is a mindset of continuous improvement here at Inland. Pursuing Green Tier recognition reflects our commitment to reducing environmental impact through measurable actions,” said Alana Clements, Inland Sustainability & Environmental, Safety and Health Specialist. “Whether that’s optimizing materials, minimizing waste or investing in technologies that make our operations more efficient, sustainability is woven into every decision we make as we work towards a cleaner, more responsible future.”

Inland is committed to implementing a functionally equivalent environmental management system within the first year of their participation. Future goals include reducing energy usage, greenhouse gas emissions and improving waste management practices.

The public is encouraged to submit comments by Nov. 23, 2025 to:

Jenni Birkholz, DNR Business Support Coordinator
JenniferA.Birkholz@wisconsin.gov or 608-266-8226
