Wisconsin NRB Meeting Oct. 22

MADISON, Wis. – The Wisconsin Natural Resources Board (NRB) will meet in-person for the October meeting to consider proposed rulemaking documents and other matters.

The meeting will begin at 8:30 a.m. on Wednesday, Oct. 22 in public meeting room G09, State Natural Resources Building (GEF 2), 101 South Webster Street, Madison, Wisconsin. The Board will act on items 1-4 as listed on the agenda.

The public is encouraged to watch the October meeting on the DNR’s YouTube channel.

The deadline to register for public appearance requests and to submit written comments is 11 a.m. on Oct. 15, 2025. Remote testimony from the public via Zoom may be accepted. In-person public appearances are also welcome.

During the October meeting, the Board will be considering:

• Request that the Board authorize a preliminary public hearing and comment period for the Statement of Scope for Board Order WA-09-25, for proposed rules affecting chapters NR 660-679 related to technical corrections, clarifications, and minor modifications to hazardous waste regulations, and repeal of superseded NR 187 household hazardous waste grant program regulations.
• Request that the Board authorize a preliminary public hearing and comment period for the Statement of Scope for Board Order WM-11-25, for proposed rules affecting chapters NR 10, related to turkey management.
• Request that the Board authorize a preliminary public hearing and comment period for the Statement of Scope for Board Order WM-13-25 (E) and WM-14-25, for proposed rules affecting chapters NR 10, related to establishing the 2026-2030 migratory bird season framework and regulations.
• Request that the Board adopt Board Order WA-08-24, proposed rules affecting chs. NR 500 and 520 to provide an alternative method for a municipality to establish proof of financial responsibility required for a solid waste disposal facility.
• Request that the Board adopt Board Order AM-10-23, proposed rule affecting ch. NR 410 relating to revisions to fees for reviewing air pollution control construction permit applications and exemption determination requests and affecting small businesses.
• Request that the Board approve the Statement of Scope for Board Order NH-04-25 and conditionally approve the public hearing notice and notice of submittal of proposed rules to the Legislative Council Rules Clearinghouse, for proposed rules affecting chapters NR 12, 16, 19, 21, 22, 27, 40 and 45 related to amphibian and reptile regulations.

The Board will also receive an update on Lake Superior & Lake Michigan Commercial Fishing and the State Revolving Fund program.
